Oregon Housing and Community Services is working to • allocate this rental assistance in existing housing projects and coordinate services. � 3

  4. 8/12/2015 HUD S ENIOR H OUSING O VERVIEW Special initiatives: HUD Service Coordinator Program Stable housing, made possible with HUD support, provides an ideal platform for delivering a wide variety of health and social services to improve health, education, and economic outcomes. Through partnerships at the federal, state, and local levels, HUD will utilize its housing platform to deliver a wide variety of services to improve the quality of life of its residents and the surrounding community. - HUD’s strategic plan � HUD S ENIOR H OUSING O VERVIEW HUD Service Coordinator Program: • Owners of HUD subsidized properties hire or contract a social service staff person to link elderly and/or disabled residents to specific supportive services. • Goal is to help seniors to continue living independently in affordable housing • Service Coordinators are engaged at the option of the owner • Funding comes from HUD grants or project operating costs • Service Coordinators do not provide services directly, though they may help residents with paperwork to obtain benefits. � 4

K EY C HALLENGES FOR S ENIOR H OUSING HUD residents are aging… Demographics of existing HUD residents • 25% of HUD residents are disabled • 30% are over 62 years of age • 46% of the over 62 residents are disabled. Demographics of Section 202 Supportive Housing Residents • Average Age is 72 to 75 – seniors are aging in place • Residents are extremely low income – average income less than $13,000/year �� 5

  6. 8/12/2015 K EY C HALLENGES FOR S ENIOR H OUSING Overall “graying” of the population • Demand for senior housing will skyrocket – more than 200,000 additional seniors in Oregon in next 7 years. �� K EY C HALLENGES FOR S ENIOR H OUSING Properties are also aging: Affordable properties now 30-50 years old • Deferred maintenance • Accessibility upgrades • Aging in place repairs • Energy efficiency issues • Seismic repairs • Obsolete configurations • Are they sited in areas convenient to services, transit, amenities? Preserving these properties requires sophisticated ownership and comes with a big price tag… �� 6

  7. 8/12/2015 K EY C HALLENGES FOR S ENIOR H OUSING Resources for services are scarce • HUD does not provide funding for senior services. • Housing costs are rising which makes it harder for seniors to pay for health care and other services. • In 2013, Americans 65 and older spent 12% of their income on health care compared to 28% on housing costs (Urban Institute Report) �� K EY C HALLENGES FOR S ENIOR H OUSING Funding sources for developing new housing are limited too… • HUD budget is vulnerable – proposed 93% cut to the HOME program in FY16 budget • Limited production of new units. Multiple funding sources are required – federal, state, local and private investment. �� 7

  8. 8/12/2015 K EY C ONSIDERATIONS FOR T ASK F ORCE Opportunities and recommendations for Commission • Production: Need comprehensive strategy to increase supply of housing affordable to the lowest income seniors • Housing + Services : Seek innovative models for integrating housing and health care to achieve cost efficiencies, and to fund supportive services. • Preservation: Preserve existing senior housing projects to help seniors age in place.
