Lessons from NHSP II Development Weaknesse knesses Streng engths ths • Thematic groups not properly • Process design workshop facilitated outputs were good and • Lack of project management well-accepted approach/lack of full-time • Better visibility compared supporting personnel (high level to NHSP1 of voluntary work) • Nothing happened for 10 months and document was prepared in a hurry thereafter • Lack of leadership accountability • Poor dissemination of NHSP II document
Process Improvements… Identify resource pool (full time) to support Programme Development Team (PDT) to formulate NHSP III Full-time dedicated experts and part-time (MoHP and EDP officials) will work together to develop the content for NHSP III Define skill-sets/resources needed for thematic groups Identify appropriate and qualified coordinator who is also committed to lead each thematic group Define standard template for thematic group reports Attach Sounding Board (comprised of interests group) to each thematic group
Process Improvements… Develop communication strategy and dissemination plan for NHSP III Track record of change history Schedule and monitor agreed milestones Involvement of sub-national levels during the key stages of development process A separate secretariat is needed to handle logistics and administrative functions to develop NHSP III

Milestones Milest estone e date Milest estone e achievem ement criteri ria Febru ruar ary 2014 The project organization including Thematic Working Groups and their respective Sounding Boards is completely staffed; the scope of NHSP3 concept paper and Implementation plan has been approved. June 2014 The first draft of NHSP3 including the drafts of all thematic areas has been compiled, reviewed and presented to the Steering Committee Augu gust st 2014 The final draft of NHSP3 including the final drafts of all thematic areas has been consolidated, translated to Nepali and English and presented to the Steering Committee. Septem tember r 2014 The final draft has been presented to the High Level Committee after circulation to the Steering Committee, EDPs and the sub-national level for feedback. Januar ary y 2015 The final draft underwent a thorough consultative process with political actors and parties. It has been further revised, finalized and endorsed by the Steering Committee. Februa ruary y 2015 The final document has been approved by the MoHP and sent to the cabinet
