  • BEREC Report on challenges and drivers for NGA roll-out and

infrastructure competition

  • Gives an overview of where MS stand in terms of NGA roll-out
  • Based on Member States Case Studies
  • Is motivated by the variation in roll-out across MS
  • Investigates the main drivers of rollout: infrastructure

competition, demand-side and supply-side factors

  • Illustrates regulatory practice using four main scenarios of SMP

regulation

  • Clusters different forms of access regulation adopted in different

MS by looking at 4 regulatory scenarios

  • Shows that type and extent of NGA rollout can to a large extent

be explained by factors which are exogenous to NRAs and regulation (e.g. availability of ducts)
