  5. 3 Publications from the NGN Working Group  BEREC Report on challenges and drivers for NGA roll-out and infrastructure competition  Gives an overview of where MS stand in terms of NGA roll-out  Based on Member States Case Studies  Is motivated by the variation in roll-out across MS  Investigates the main drivers of rollout: infrastructure competition, demand-side and supply-side factors  Illustrates regulatory practice using four main scenarios of SMP regulation  Clusters different forms of access regulation adopted in different MS by looking at 4 regulatory scenarios  Shows that type and extent of NGA rollout can to a large extent be explained by factors which are exogenous to NRAs and regulation (e.g. availability of ducts) 5

  9. 3 Publications from the NGN Working Group (cont.)  Case studies on migration from POTS/ISDN to IP on the subscriber access line in Europe  Further report on the topic “Migration to NGN/all - IP networks”  Focus on the migration of traditional (POTS/ISDN) subscriber access lines (SAL) to IP (VoIP)  Overview on the status of the migration to VoIP-based SAL in Europe and country case studies  The impact of the migration to VoIP-based SAL was limited in most of the countries considered  Consumer issues more likely in cases where the migration was network driven rather than customer driven  Wholesale services (e.g. WLR, CS/CPS) have been replaced by other (e.g. BSA) 9
