California State Requirements AB 1826 - Mandatory Organics Recycling Signed 2014 - Businesses • must separate their food waste from trash, and recycle the food waste By January 2, 2017, • businesses that generate >4 yds. of ORGANICS need to recycle it By January 1, 2019, all • businesses that produce >4 The purpose of the mandate is to get cubic yards of SOLID WASTE food out of landfills per week must have organic recycling P . 4 OF 15

  7. City of Rosemead Organics Ordinance - Ordinance and organics program passed on September 12, 2017 - Sector-wide price increase to keep organics a cost- effective program - Rate Structure allows organics to cost the same as trash, making the program cost-neutral for many businesses P . 7 OF 15

Rosemead business & food recovery Since 2017, Republic and Food Recovery Partners’ collectivity rescued over 1,000,000 pounds of surplus food - Reduced Hauling Costs - Highest & best use diversion - Tracking data on purchase/waste volumes - Monthly reports - Protections under state and federal statues - Community engagement - Federal and State protections from liability P . 8 OF 15

  13. Challenges 1. Contamination – trash in bins 2. Language Barrier – need a translator 3. Employee Turn-over 4. Lack of commitment - if no enforcement, commitment to the program lessens 5. Third Party waste brokers for larger chains, delay the enrollment for organics: Administrative confusion P . 13 OF 15

  14. Next Steps 1. Field days on October 5 th , 17 th , 18 th for enrolling customers (flexible based on customers need). 2. By January 1 st 2019, Tier 3 of AB 1826: accounts with >4 yd of trash per week need to have organics recycling service 2A. Develop a self-reporting survey for businesses . Prioritize our efforts with the highest food waste generators based on those surveys 3. Work with available translators 4. Develop a City AB 1826 compliance letter 5. Award the outstanding businesses for their sustainability commitments P . 14 OF 15
