Thames Estuary Growth Commission

  • Lord Heseltine to lead the Thames Estuary 2050 Growth

Commission.

  • “The Commission will develop an ambitious vision and delivery

plan for North Kent, South Essex and East London up to 2050. This will focus on supporting the development of high productivity clusters in specific locations. It will examine how the area can develop, attract and retain skilled workers. It will also look at how to make the most of opportunities from planned infrastructure such as the Lower Thames Crossing. Key issues for business - infrastructure

  • Key opportunities / investment decisions needed:
  • Lower Thames Crossing
  • Crossrail extension to Ebbsfleet and Gravesend
  • M2 junctions:
  • Bean/Ebbsfleet junctions to open up the Garden City
  • Junction 5 improvements to support growth in Swale
  • Need to continue to press Government for early decisions

Key issues for business – sites & premises

  • Commercial space
  • Growth and investment being hindered by a shortage of premises of the

right type, size and quality

  • Particularly for start ups and SMEs – high occupancy in existing business

and innovation centres

  • Growing demand for smart and flexible space to meet changing working

conditions – hot desking, meeting rooms, business clubs, networking

  • Enterprise Zone opportunities
  • As already mentioned, the North Kent Innovation Zone will offer

incentives for businesses including business rate discounts of £55,000 per year for 5 years

  • Ensure coherent and well-signposted business support offer –

companies want simple / single point of access and clarity of

  • ffer
  • The Kent and Medway Growth Hub is now in its first ‘pilot’ year
  • f operation, offering sign-posting and impartial advice
  • Local authority economic development teams have detailed

local knowledge and expertise

  • Locate in Kent, inward investment agency, is able to offer expert

advice and support for companies seeking premises

SLIDE 20

Key issues for business – education/business links

  • Businesses stress need to strengthen links with schools - explore ways
  • f getting more companies involved and better / meaningful

engagement (from both sides)

  • We have initiatives doing good work eg Young Chamber, the Medway

and Kent Education Business Partnerships, Young Enterprise

  • But is there more we should do?
  • Also vital to strengthen links between businesses and our Universities
  • Universities and businesses are represented on the key partnership

Boards – LEP, KMEP, TGKP etc

  • But again more to be done – eg currently working with the HE sector to

ensure universities fully involved in implementation of the North Kent Innovation Zone

Key issues for business – skills, qualifications and employability

  • Issues raised by business:
  • Work with national agencies to ensure programmes address North

Kent priorities

  • Develop support to increase number and take-up of Apprenticeships

and in-work training

  • Help secure employer-responsive skills training provision/courses
  • Work underway:
  • Kent and Medway Skills Commission has established Guilds to

support skills and training needs of specific industry sectors

  • TGKP skills task group set up to identify action at the North Kent

level that can add-value to what is being done at district, County and LEP level.
