Central London Area (CLA) Offers

slide-13
SLIDE 13

Central London Area offers

  • Openreach have greater regulatory freedoms in the Central London Area (CLA) as defined in

Ofcom’s Business Connectivity Market Review statement published on the 28 April 2016

  • As a result of these greater freedoms Openreach has more flexibility in terms of pricing and

Ethernet offerings in CLA

  • CLA is as defined by Ofcom at a postcode level
  • We have interpreted Ofcom’s

definition of a CLA eligible circuit as one of the following: – Both circuit ends fall within CLA defined postcodes – The end user site is within a CLA defined postcode and is connected to a network node

  • utside of CLA

– In the case of a backhaul circuit, the location of the remote end of the backhaul circuit is within a CLA defined postcode

Business FTTP Overview

slide-25
SLIDE 25

Overview / Status Update

  • Initial trial build (2 areas in Bradford is complete).
  • Bi-lateral discussions with interested CPs are ongoing to determine trial

arrangements, bandwidth needs and other aspects of consumption.

  • Further build to other areas in Bradford under consideration (July – Sep. TBC).
  • Build to at least 6 other cities in Northern England, South / West and parts of

Greater London by March 2017 would form part of the initial launch footprint.

  • Target areas will be urban business locations not already covered by FTTC or

FTTP and where there is sufficient demand clustering to warrant pre-build.

  • We may also offer registration or ‘waiters’ lists for areas with lower clustering

which can evidence the demand, for build when threshold achieved.

  • New bandwidth options (summarised on next slide) to be available by early July
  • We will provide new options on a separate test head-end so that any profile

adjustments can be managed without affecting other live customers.

  • CPs will need to have a new Cablelink for the test head-end. 10G option to be

available in July / August

  • Systems developments to be scoped into EMP3300 and 3400 and launch will be

dependent on completion of these developments and footprint build progression.

  • Trial rental and connection incentives will be available (when approved).
slide-26
SLIDE 26

Current status overview

  • Working with our suppliers we propose to develop upstream peak rate capability allowing

us to shape upstream traffic management profiles with both assured and peak rate capability (this is already available on downstream).

  • Provisional portfolio for development, trial and launch activity may therefore be along the

following lines (different downstream and upstream rates reflect the higher demand for download speed):

  • 500Mb and 1Gb variants expected to be primarily business / MNO demand
  • 330/50Mb and 160/30Mb to appeal to SMEs and consumers
  • High bandwidth services (500 & 1000) may be parented on new head-ends
  • 1G and 10G GEA Cablelink handover options to be available
