On ¡November ¡8, ¡Georgia ¡voters will ¡have ¡the ¡opportunity ¡to ¡create ¡a ¡new ¡funding ¡ source ¡to ¡support ¡the ¡victims ¡of ¡child ¡sex ¡trafficking. ¡ ¡ 1

Child sex trafficking ¡is ¡something ¡that ¡ none ¡of ¡us ¡want ¡to ¡talk ¡about. ¡ ¡But ¡it ¡is ¡a ¡ very ¡real ¡problem ¡in ¡our ¡state. ¡ ¡There ¡are ¡ hundreds ¡of ¡victims ¡every ¡year. It ¡is ¡the ¡exploitation ¡or ¡selling ¡of ¡anyone ¡ under ¡the ¡age ¡of ¡18 ¡for ¡sexual ¡activity ¡in ¡ exchange ¡for ¡cash ¡or ¡anything ¡of ¡value. ¡ ¡ Unfortunately, ¡child ¡trafficking ¡has ¡ become ¡big ¡business ¡in ¡Georgia. ¡ ¡It ¡has ¡ 2

been ¡estimated ¡that ¡traffickers ¡make ¡an ¡ average ¡of ¡$33,000/week ¡selling ¡others ¡for ¡ sex -­‑ that ¡is ¡more ¡than ¡half ¡of ¡what ¡the ¡ average ¡Georgia ¡family ¡makes ¡in ¡one ¡year! 2

Child ¡victims ¡of ¡trafficking ¡come ¡from ¡all demographics, ¡income ¡levels ¡and ¡family ¡ situations. ¡ ¡They ¡are ¡as ¡young ¡as ¡9 ¡and ¡the ¡average ¡age ¡is ¡only 13. ¡ ¡ Their ¡predators ¡use ¡seduction, ¡coercion, ¡violence ¡or ¡drugs ¡to ¡force ¡them ¡into ¡a ¡life ¡ they ¡never ¡imagined ¡–and ¡that ¡no child ¡should ever ¡have ¡to ¡experience. These children ¡are ¡sometimes ¡runaways. ¡Other times, ¡they ¡have ¡met ¡the ¡wrong ¡ person. ¡ ¡Some ¡are ¡even trafficked ¡by a ¡person they ¡already ¡know. What ¡they ¡all ¡have ¡in ¡common ¡is ¡that they ¡are ¡young, ¡and ¡they ¡are ¡vulnerable. 3

Child ¡trafficking ¡victims ¡from ¡from every ¡part ¡of ¡our ¡state. ¡ ¡Instances have ¡been ¡ reported ¡in ¡at ¡least ¡90 ¡counties – from ¡the ¡Tennessee ¡border ¡to ¡the ¡Florida/Georgia ¡ line . In 2015 ¡alone, ¡the ¡Georgia ¡Bureau ¡of ¡Investigation ¡conducted ¡nearly ¡4,000 ¡child ¡ exploitation ¡investigations. 4

Fortunately, ¡Georgia’s ¡leaders ¡– including ¡the ¡Attorney ¡General, ¡the ¡General ¡ Assembly, ¡and ¡a ¡wide ¡range ¡of ¡elected ¡and ¡law ¡enforcement officials ¡-­‑ are ¡serious ¡ about ¡stopping ¡trafficking. ¡ ¡Collectively, they ¡have ¡have ¡been ¡focused ¡on ¡addressing ¡ what ¡are ¡broadly ¡considered ¡to ¡be ¡the ¡necessary ¡components ¡to ¡address ¡this ¡growing ¡ crime. Across ¡our ¡state, ¡local ¡and ¡state ¡governments ¡are ¡working ¡with ¡law ¡enforcement, ¡ child ¡service providers and ¡prosecutors ¡to ¡make ¡sure ¡that ¡all ¡appropriate ¡parties ¡ know ¡how ¡to ¡recognize ¡trafficking ¡so ¡that ¡more ¡arrests ¡can ¡be ¡made and ¡more ¡ victims ¡rescued. ¡ ¡As part ¡of ¡this, ¡interagency ¡task ¡forces ¡work ¡together ¡to ¡exchange ¡ information ¡and ¡stop ¡traffickers. ¡ ¡ Our ¡lawmakers ¡and ¡State ¡Attorney ¡General ¡have ¡also ¡been ¡aggressive ¡in ¡enacting ¡safe ¡ harbor ¡measures ¡such ¡the law ¡passed ¡in ¡2015 ¡that ¡ensures ¡children ¡are ¡appropriately ¡ recognized ¡as ¡victims ¡and ¡created ¡the ¡opportunity ¡for ¡a ¡Safe ¡Harbor ¡fund. ¡ ¡ 5

While ¡Georgia ¡has ¡put ¡the ¡pieces ¡in ¡place ¡to ¡identify ¡and ¡stop ¡traffickers, ¡there is ¡still ¡ not ¡a ¡reliable ¡source ¡of ¡funding ¡for ¡victim ¡services. ¡ ¡ ¡ These ¡young ¡victims ¡have ¡suffered ¡sexual, ¡physical ¡and ¡mental ¡abuse. ¡ ¡They are ¡often ¡ malnourished ¡and ¡suffer ¡from ¡PTSD. ¡ In most ¡cases, ¡ ¡they ¡have ¡given ¡up ¡all ¡hope ¡for ¡ having ¡a ¡normal ¡life ¡and ¡have ¡become ¡extremely ¡depressed. ¡ ¡ ¡Even ¡though ¡they ¡had ¡ no ¡choice ¡about ¡their ¡circumstances ¡– child ¡victims ¡often ¡feel ¡intense ¡guilt ¡and ¡ shame. ¡ ¡ Without ¡a ¡holistic ¡range ¡of ¡intensive ¡restorative ¡services ¡-­‑ there ¡is ¡no ¡way ¡they ¡can ¡ completely ¡recover or ¡resume ¡a ¡normal, ¡healthy ¡life. Even ¡worse, ¡they ¡run ¡the ¡risk ¡of ¡becoming ¡victims ¡again. 6

The ¡help ¡these ¡child victims ¡is ¡expensive ¡– as ¡much ¡as ¡$80,000 ¡per ¡year. ¡ ¡ ¡ Keys ¡to ¡their ¡successful ¡recovery ¡include: Safe ¡housing ¡– if ¡a ¡child’s ¡family ¡situation ¡does ¡not ¡allow ¡them ¡to ¡recover ¡ safely ¡at ¡home ¡or ¡they ¡are ¡in ¡danger ¡of ¡retlaition ¡from ¡pimps, ¡they ¡need ¡ residential ¡placement. Education ¡-­‑ by ¡the ¡time ¡a ¡child ¡victim ¡is ¡rescued ¡they ¡are ¡typically ¡one ¡to ¡two ¡ years ¡behind ¡in ¡school. ¡ ¡They ¡need ¡to ¡be ¡obtain ¡their ¡high ¡school ¡diploma ¡(or ¡ equivalent) ¡in ¡order ¡to ¡get ¡a ¡decent ¡job. Medical ¡care ¡and ¡counseling ¡– for ¡the ¡physical ¡and ¡mental ¡abuse ¡they ¡have ¡ experienced. Life ¡skill ¡training ¡– to ¡learn ¡how ¡to ¡reintegrate ¡into ¡society ¡after ¡months ¡or ¡ years ¡of ¡being ¡abused ¡and ¡exploited. Recovery ¡takes ¡time, ¡and ¡it ¡is ¡hard. ¡ ¡Remeber, ¡these ¡are ¡young ¡victims. ¡ ¡They ¡not ¡only ¡ need ¡support ¡immediately ¡after ¡they ¡are ¡rescued, ¡but ¡as ¡they ¡get ¡a ¡stable ¡foothold ¡ into ¡a ¡normal ¡life. ¡ ¡ ¡ 7

Realizing ¡both the ¡need to ¡fund ¡these ¡critical ¡services ¡and ¡the ¡lack ¡of ¡a ¡reliable ¡ source, ¡the ¡General ¡Assembly ¡created ¡the ¡opportunity ¡for ¡Georgians ¡to ¡approve ¡the ¡ establishment ¡of ¡the ¡Safe ¡Harbor ¡for ¡Sexually ¡Exploited ¡Children ¡Fund ¡in ¡the ¡2016 ¡ General ¡Election. ¡ ¡ What ¡will ¡appear ¡on ¡the ¡ballot ¡is ¡a ¡question ¡asking ¡for ¡the ¡approval ¡of ¡a ¡constitutional ¡ amendment, ¡which ¡is ¡the ¡only ¡way ¡that ¡funds ¡can ¡be ¡permanently ¡dedicated ¡to ¡a ¡ particular ¡purpose ¡in ¡Georgia. ¡ ¡ If ¡passed, ¡this ¡fund ¡will ¡provide ¡as ¡much ¡as ¡$2 ¡million ¡in ¡new, dedicated, ¡annual ¡ funding ¡that ¡will ¡go ¡directly ¡to ¡the ¡organizations ¡that ¡provide ¡services ¡to ¡child ¡ trafficking ¡victims. ¡ ¡ These ¡funds ¡would ¡come ¡from ¡two ¡sources ¡identified ¡by ¡the ¡General ¡Assembly ¡– new ¡ fines ¡for ¡those ¡convicted ¡of ¡crimes ¡related ¡to ¡sex ¡trafficking ¡and ¡a ¡new ¡fee ¡on ¡adult ¡ entertainment ¡establishments. ¡ ¡ 8

We ¡know ¡that ¡with this ¡funding, we ¡can ¡help ¡these ¡victims. We ¡also ¡know ¡that ¡ without ¡it, children ¡who ¡have ¡already suffered ¡so ¡terribly ¡will ¡not ¡get ¡the ¡help ¡they ¡ truly ¡need. ¡ ¡All ¡is ¡will ¡take ¡is ¡a “yes” ¡vote from you ¡and ¡other ¡Georgians ¡this ¡fall. The ¡Safe ¡Harbor ¡Fund ¡will ¡be ¡the ¡second ¡of ¡four ¡statewide ¡questions ¡in ¡November ¡ and ¡will ¡be ¡found ¡at ¡the ¡end ¡of ¡your ¡ballot. 9
