We have many things in common:

– Interstate I-85 runs through the region East/West – Hwy 17 runs through the region North/South – Hartwell Railroad (short-line) – Canon Airport (Franklin & Hart) – Border with South Carolina – Lake Hartwell

In the beginning…

Our economic development efforts were separate, and opportunity passed us by on I-85 …

And “Visionary Leaders” said… Let’s Work Together

The Joint Development Authority of Franklin, Hart, and Stephens Counties was formed in 1997.

  • Our JDA is a legislative authority (not a constitutional authority)
  • JDA is comprised of 4 voting members from each participating county,

for a total of 12 voting members.

  • Length of term is 4-years and staggered so max JDA turnover is 50% per

election cycle.

  • Members are appointed by the respective BOC’s of each county
  • JDA elects its own officers. Current Chair, Mr. Douglas Cleveland
  • Meetings are held quarterly (religiously) and venue is rotated between

counties, with called meetings as needed.

  • Business Plan established which spells-out major initiatives: Hwy 17

widening, maximizing Hartwell R/R, joint development park, etc…

Gateway Industrial Park is Owned by JDA of Franklin, Hart, & Stephens Counties Gateway was our first JDA Project.

  • JDA functions as a partnership with respect to tax receipts from businesses that locate

within the park. Hart County Initial Investment 75% Franklin County Initial Investment 25% Stephens County Initial Investment 0% Example:

  • Ad Valorem Taxes are collected by Hart County; which retains 75% of the receipt

and remits 25% to Franklin.

  • As counties continue to invest in projects, respective splits/ownership is adjusted

proportionately. This arrangement is solidified via an intergovernmental agreement between respective boards of commission.

  • Water & Sewer (Hart County Water & Sewer w/ City of Lavonia)
  • Natural Gas (City of Hartwell and City of Toccoa)
  • Electric

Hart County Industrial Building Authority

Summary:

  • Hart County IBA is very aggressive in developing new assets, marketing existing

assets, and partnering with “Regional Partners”.

  • SPLOST monies are used to support economic development efforts in Hart Co.
  • Grant monies are leveraged wherever possible (ARC, EIP, EDA, OneGeorgia, etc…)

to maximize utility of limited financial resources. Results:

  • Approx. 2,350 New Full-time Positions and $267,800,000 New Investment since 2006
  • Majority of jobs created are classified as “advanced manufacturing”
  • Requiring some technical skills and capacity to learn to interface with CNC/PLC

equipment platforms. Key Next Steps:

  • Continue to aggressively push education and workforce development.
  • This includes continued WorkKeys Testing, College & Career Academy (2015),

CTAE, and other initiatives supported by E-SPLOST.

  • Sewer Infrastructure Expansion at I-85 (all other utilities sufficient for up to 20-yrs)
  • Market existing assets near City of Hartwell and Gateway Parks.
