Mission

OEO Mission: To advance equal economic benefit for Clevelanders by ensuring compliance with contractor goals & requirements, by providing development and support activity for target groups & by advocacy, with commitment to excellent public service. How? Effective administration, monitoring and enforcement of the City’s minority and female-owned business enterprise programs; the new programs for smaller, local businesses; and Fannie M. Lewis Cleveland Resident Employment Law programs.

Certifies businesses as local small businesses, minority-owned businesses, and/or female-owned businesses, and provides

  • utreach.
  • 2. Evaluation

Evaluates Good Faith Effort

  • f bidders to meet

subcontracting goals on contracts prior to award.

  • 3. Compliance

Monitors contracts for compliance with MBE, FBE, and CSB subcontractor participation as well as Cleveland Residency and Cleveland Low Income workforce participation.

  • 4. Closeout

Evaluates final contract compliance at contract closeout, and assesses penalties where applicable.

 Legislation was originally passed 6-10-2003  Law became effective 1-1-2004  Outcome of law  All public improvement construction projects greater than $100,000 must:

 Utilize Residents for 20% of all Construction Worker Hours; and  Utilize Low Income Residents in 4% of that 20% requirement

 House Bill 180 (HB 180) was signed into law on May 31st, 2016  City of Cleveland and State of Ohio went to court on August 25th  Temporary Restraining Order (TRO) was granted on August 30th  Currently, the City is following up with the State and the Court concerning the State’s suggestion of having the Court make its final ruling based on evidence and briefing that occurred during August hearing

 If court rules in City’s favor, the State will file a notice of appeal IMPLICATION - OEO will continue to do business as usual!
