 ในการประชุมผู้นําอาเซียน หรือ สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ เมื่อเดือน

ตุลาคม 2546 ได้มีการร่วมลงนามในปฏิญญาว่าด้วยความร่วมมืออาเซียน ที่เรียกว่า ข้อตกลง บาหลี 2 (Bali Concord II) เห็นชอบให้อาเซียนรวมตัวกันเป็นชุมชนหรือประชาคม เดียวกันภายในปี 2563

 ต่อมาในการประชุมสุดยอดอาเซียนครั้งที่ 12 ที่เมืองเซบู ประเทศฟิลิปปินส์ เมื่อเดือนมกราคม

2550 ที่ประชุมผู้นําอาเซียนได้ตกลงร่นระยะเวลาการจัดตั้งประชาคมอาเซียนจากกําหนดเดิม ในปี 2563 เป็นให้แล้วเสร็จภายในปี 2558

 ประชาคมอาเซียนที่จะจัดตั้งขึ้น ประกอบด้วยสามเสาหลัก คือ ประชาคมการเมืองและความ
