Where does our money come from?

  • Support grants from Welsh Government are our main

sources of funding - 76% of our total budget

  • For over 10 years, Welsh Government

funding has been ‘cash flat’ (a cut in real terms), but the cost of delivering services has gone up

FUNDING COSTS

Where does our money come from?

  • Your Council Tax pays for less than 1/4
  • f the services you actually receive.

For every 1% cut in Welsh Government funding, council tax would have to increase by 4% to maintain the same funding levels

  • Council Tax levels in Newport remain

the second lowest in Wales

Why do we have a financial challenge?

Financial pressures and demands on our services are increasing due to:

  • Ageing population, increases in demand led services, care for the elderly

and children, schools funding, National Minimum Wage, inflationary costs

  • Local authorities have faced the biggest budgetary challenges
  • f any part of the Welsh public sector over the last decade
slide-7

  • An ageing population, more dependent on care,

requiring more complex and expensive support to help people stay in their own homes. Care costs have risen from £33 million in 2015/16 to a forecasted £44 million this year.

  • Since 2015/16, a 85% per cent increase in the number
  • f children being given care placements outside Newport

and a 109% per cent increase in the number of children in independent fostering arrangements.

  • 1,046 more pupils than three years ago,

256 more pupils with additional learning needs and three more schools to run.

Increasing demands

Why do we have a financial challenge?

  • £41m of savings already made in the last 5 years
  • We still need to find savings of £6m in 2020/21 and £21m over the next three years
  • By law we must set a balanced budget each year – we can’t spend more than we have

So what have we been doing to meet this challenge?

  • Reduced the number of

staff we employ by around

  • ne quarter
  • Sold land,

buildings and property no longer needed

  • Set up new

delivery models

  • Reviewed our services

to become more efficient

  • Invested in

preventative services

  • Helped people

to live independently
