VEHICLE PERMISSIBLE USE AND CARE

  • No passengers other than state employees, non-employees, and authorized passengers are permitted

in vehicles without specific approval of the President or designee

  • State owned vehicle may be used for official state business only by either primarily one employee or

by multiple employees as a pool vehicle.

  • Vehicles assigned to an employee whose job duties require continuous access to a vehicle. That

driver is responsible for recording information that must be reported by the AFC to FMD.

  • Vehicles utilized as a pool vehicle must be kept on state-owned or leased property when not in use.

Each driver is responsible for recording information that must be reported by the AFC to FMD when they are driving the vehicle.

  • Review inappropriate use will be reviewed and training provided or discipline to employee when

necessary

  • All state-owned and leased vehicles must have a valid state inspection sticker at all times

  • Keys to be returned to fleet reservation point of contact for each campus at the end of the day

It’s the driver’s responsibility to report any license status change to the AFC immediately.

AFC REPORTING RESPONSIBILITIES Vehicle Complaints and Violations

COMPLAINTS

  • Called or emailed into the Governor’s Office then forwarded to FMD
  • Called or emailed directly into FMD

FMD sends complaint letter to Agency Agency has 14 days to reply back to FMD

VIOLATIONS

  • Parking, toll, speeding and other violations are mailed to the vehicle owner
  • FMD will forward them to the Agency
  • The driver is responsible for paying for any fines, fees or violations at own expense

STATE TITLE, REGISTRATION & RELICENSING PROJECT OF 2018

Expiration of state license plates:

  • At midnight on December 31, 2018, all green state vehicle license plates with white lettering shall

expire.

  • DMV Commissioner, in coordination with FMD, will provide notice to each spending unit, and

advertise as deemed appropriate, to inform the fleet coordinators about the expiration date and new procedures for being issued new titles, registrations, and license plates.

  • The new state vehicle license plate and registration shall be valid for a period of not more than 24

months and must be renewed every two (2) years.

  • After January 1, 2019, any law-enforcement officer who discovers a state vehicle with an expired state

vehicle license plate shall issue a citation with a penalty of $100 per violation.
