  2. New Pattullo Bridge Project Background Helpful Facts Opened in: 1937 Design Life: 50 years Current age: 75 years Bridge corridor owned by TransLink: 1.2 km 24-hour traffic volume: 60,300 Peak hour traffic volume (each direction): 3,000 Daily truck volume: 3,500 Daily Pedestrian and Bicycle Volumes (Combined Total) 50 Annual Crash Frequency 138 (1 every 3 days) Injury Crashes per Year 33 (1 every 12 days) According to a survey conducted by Mustel Group Market Research in October 2011, approximately 81% of area residents support a new Pattullo Bridge.

  3. New Pattullo Bridge Project Challenges with Current Bridge There are four key challenges associated with the existing bridge: • User Safety • Bridge Structure • Seismic Vulnerability • Riverbed Scour

  4. New Pattullo Bridge Project Study Work Findings of 2008 – 2011 Technical Studies: • Costs of rehabilitating or twinning existing bridge outweigh the benefits • No benefits to a combined Road/Rail Bridge • Best option is a new bridge immediately Road/Rail Bridge adjacent to existing bridge

  5. Sapperton Bar Option Evaluation Summary Issue New bridge New bridge at Issues at Sapperton Bar current location Sapperton Bar span twice as Cost $2B to $3B $800M to $1B long as current bridge Environmental Higher Lower River / marine Impacts Major new roads Community Higher Lower through existing Impacts neighbourhoods Air Quality Travel demand Higher Lower Impacts patterns Sapperton Bar Crossing

  7. New Pattullo Bridge Project Objectives Provide a new crossing that: • Is designed, built and operated in accordance with current safety standards. • Improves reliability for all travel modes (pedestrians, cyclists, cars, trucks, marine activities). • Provides effective connections with nearby major roads taking into consideration a 100 year time horizon. • Supports TransLink’s goods movement mandate, TransLink’s Long Range Transportation Strategy and Metro Vancouver’s Regional Growth Strategy. • Is consistent with TransLink’s Sustainability Policy. • Is designed, built and operated in a financially prudent manner.

  8. New Pattullo Bridge Project Funding and Laning Laning Funding • TransLink’s 2008 Board Decision:  Develop a plan for the design and construction of a new crossing and improvements to related infrastructure to expedite the replacement of the existing Pattullo Bridge  Plan to be based on consultant studies that recommended a 6 lane bridge • The two additional lanes will encourage trucks to use the Major Road Network • Due diligence on-going to confirm optimal laning

  9. New Pattullo Bridge Project The Start of a Two Year Public Process TransLink Public Consultation and Communication 2012 – 2014 Spring 2012 • Define bridge location Design development Environmental Assessment Site Investigations • Prepare and refine base • Assess project impacts • Perform additional and bridge connection options design (environmental, noise, geotechnical and utility • Initiate public and • Further engagement visual) investigation to support the • Identify and address design process stakeholder engagement with public and property to gather input and owners mitigating measures with • Work with public to public input minimize site investigation feedback impacts New Westminster Master Transportation Plan • The New Pattullo Bridge process and New • TransLink and the City of New Westminster Westminster Master Transportation Plan continue to share information and identify (MTP) process are proceeding in parallel transportation options that meet the • Public input and feedback received will be objectives of both the municipality and the incorporated into the City’s MTP and inform region the City of New Westminster’s response to Pattullo Bridge replacement plans TransLink will continue working with the City of Surrey and New Westminster throughout the New Pattullo Bridge project.
