Cleaner Air For Scotland Strategy

Scotland’s first Air Quality Strategy: the road to a healthier future – November 2015 Encouraged collaboration towards the common aim of achieving the best possible air quality for Scotland. A national framework which sets out how the Scottish Government proposes to achieve further reductions in air pollution and fulfil our legal responsibilities as soon as possible.

The Strategy sets out six main objectives:

  • 1. To reduce transport emissions by implementing low and zero emissions

zones, promoting a modal shift away from the car, through active travel (walking and cycling), and reducing the need to travel;

  • 2. To comply with the European and the Scottish legal requirements relating to

air quality;

  • 3. To inform, engage and empower the population to improve air quality;
  • 4. To protect citizens from the harmful effects of air pollution and to reduce

health inequalities;

  • 5. To make sure that new or existing developments are not compromising air

quality requirements and that places are designed to minimise air pollution and its effects;

  • 6. To reduce greenhouse gas emissions and achieve Scotland’s renewable

energy targets whilst delivering co-benefits for air quality.

Low Emission Zones

In September 2017, the Scottish Government in their Programme for Government, committed to the introduction of Low Emission Zones (LEZs) in: Glasgow, Edinburgh, Aberdeen and Dundee by 2020. ……and into all other Air Quality Management Areas (AQMAs) by 2023 where National Low Emissions Framework appraisals advocate such mitigation. Glasgow’s Low Emission Zone: Came into force at 23.59 on 31 December 2018. Glasgow's LEZ is being phased in and to start with, it only applies to local service buses. On 31 December 2022 when the LEZ is fully implemented, all vehicles entering the zone will have to meet specified exhaust emission standards (caveat). Edinburgh: Specific LEZ proposals will be available for public consultation in May 2019.

  • Launched November 2018 by Cabinet Secretary for Environment, Climate

Change & Land Reform The review will:

  • Review the progress and impact of actions in the current strategy.
  • Identify/assess new evidence/developments.
  • Consider whether there are any significant evidence gaps, and which of

these may be addressed as part of the review.

  • Make recommendations for future objectives for air quality policy, including

measurable outcomes, milestones and indicators against which progress on improving air quality can be measured.

  • Make recommendations on actions needed to achieve those outcomes,

milestones and indicators, and any areas for future research/analysis.

  • Set out a strategic vision and focus on the necessary framework, processes

and actions for delivery of the new strategy.
