How much mitigation is required when the minimum (150 LF, 0.1 acre) threshold is passed? It is the understanding of the chairs that if 149 ft are disturbed, no mitigation is required, but if 151 ft are disturbed, mitigation is required for all 151 ft, not just the 1 ft that exceeds the threshold.
