#2: Myanmar has reduced the time needed to request and obtain a land clearance and map at the Yangon City Development Committee Land Administration Department (Procedure #1)
- Time taken to request and obtain a land clearance and map at YCDC reduced
from 31 days to 19 days. This has been achieved by:
- setting new service standards:
- extending online application to 23 out of 33 townships in Yangon.
Overall time to register a property reduced from 85 days to 53 days.

#3: Myanmar has reduced the time nee ded to register a property by reducing the time needed to register new land title (Procedure #4) Highlights
- Time taken to register new land title at the Land Records Department of the Ministry of Agriculture
and Irrigation reduced from 31 days to 15 days; (Procedure #4)
- This has been achieved by setting new service standards, computerising back office functions and
digitalisation of records by scanning new land title documents;
- Deeds records are now digitally searchable and extractable
- Overall time to register a property reduced from 85 days to 53 days.
Legal Basis
- The Deeds Registration Law (2018), which came into effect on October 1, 2018 provides
among other things for the use of modern technology, Notification from the President’s Office announcing the signing into law is here.
- Land Records Department issued an internal directive (2287/ 4 Na-3(2019) dated February
20, 2019) to implement deed registration process within 14 days.
