Survey Overview

 As a result of ongoing labour management issues, the

membership of local 1068 requested to have a special general meeting to have their concerns heard

 Poor morale, bad faith and mismanagement were among a

few of the concerns raised

 The Association choose to conduct a general membership survey  The survey was provided to the membership on June 16th, 2016  72% of the membership responded

 The Association wanted to ensure that it captured the concerns of

its members, therefore the survey was broken down into the following areas:

 General Department Climate  Communication with Division Chiefs and Platoon Chiefs  Communication with Administration  In order to ensure that the survey was not biased, the Association

also sought feedback on its own performance over the last 18 months

 Amazing Crew  Everyday brings new challenges and experiences which

keeps the job interesting

 24 Hour shift has been a great change  It's the people  People at floor level care – Chiefs only care about

themselves and furthering their careers

 It’s team work. The other things like job recognition are

pretty much non existent

General Climate Summary

 The Association was discouraged that the (%) of the

membership felt the moral had dropped from the same time last year

 As a result of the implementation of the 24hr shift, the

  • pportunities for advancement and ability to work close

to home would be positive outcomes of the survey, however it is the people that make BFES a positive place to work

 The Association was encouraged that the membership felt

the department would improve and they would still recommend the BFES as a place of employment

 The Association was not surprised to see that the general membership

had concerns on the communication flow from Administration

 While the return to the Fireside Chats was a positive start to

improving communication with the front line staff, more needs to be done

 The Association is willing to work with Administration to improve

 New Division Chief seems quite approachable and seems

 Platoon Chiefs make frequent visits  Nothing is ever put on paper, relies heavily on phone.

Difficult to communicate with over the phone

 We have been lied to directly to our faces only to be told

different by the District Chief

 Overall the Association was not surprised by the survey

results

 There is concern that there is a lack of clear

communication

 The members realize that most of the items are being

driven from the top down. This has caused morale issues.

 The AMP and appearance policy are two (2) examples that

have caused the members great concern.

 Does not visit halls anymore like the former chiefs used to  Not approachable  We never see him, unless it’s a discipline issue  There’s a huge difference between talking and communicating  Admin seems to have taken adversarial approach with the

members

 Because he is greedy and is only there to serve himself  They do not attempt to be in our presence! The top dogs are

just trying to pad their resume for personal growth. They really do not give a hoot about the suppression members

 Off the job yes  Did a poor job answering questions at the fireside chats  By no means do I get the impression this man is approachable  I have almost no respect for the Fire Chief  Lack people skills  To be avoided whenever possible  Refuses to listen  Even before reaching this office, I felt he would never admit he

was wrong about anything. Now I feel he’s turned into a politician

 Past Chiefs would stop by the hall for coffee, not once has the current

chief

 Pompous, degrading, arrogant individual. He always has been. You

can’t change the spots

 I was threatened to be fired almost every day while the Chief was a

Division Chief so how can I approach the Chief now. Very awkward for me

 The Fire Chief’s arrogant and narcissistic demeanour has made the

workplace a poisonous atmosphere. His absolute refusal to consider any of the membership’s concerns and his utter disdain for our Collective Agreement (in which he personally signed off while the Deputy Fire Chief) shows a total lack of leadership

 When I had him as Division Chief of Training, he was not someone you

would want to ask questions or chat with so that is how I still view him today

 No time for the troops. Obviously the days of sitting down at

the kitchen table and having a fireside chat are gone. He is the first Fire Chief that can’t spare a few minutes each week to stop in a station for a chat.

 It has become very apparent that the members have

several concerns regarding the current relations with the Senior Management in Brampton Fire & Emergency Services.

 Past Fire Administrations have built the trust of the

members by effectively communicating and proving that they truly care about their employee’s.

 The Association is very hopeful that these issues will be a

priority to correct once and for all moving forward.

 The purpose of the Association survey was to determine if

the general membership felt there was a lack of communication, trust and respect from Fire Admin

 It is clear to the Association, based on the results, that

the relationship between Admin and the general membership has declined over the last year

 It is also clear that while the relationship is broken, the

membership takes pride in working for the BFES

Next Steps

 The Association looks to be part of the solution with

Admin and will continue to work to build positive relationships

 The parties have engaged in a third party mediator to

help build the relationship

 The Association is open to discussing with Administration

the results of this survey and propose ways that both sides can provide better communication to the general membership
