Definition

Aim: Well-managed MPA network “Management effectiveness is the decree to which management actions are achieving the goals and

  • bjectives of a protected area.

The evaluation of management effectiveness provides a formal way to learn from successes and failures and help people understand how and why management practices are being adapted.” (IUCN)

OSPAR approach

  • So far there is no agreed method to measure management effectiveness

in OSPAR

  • As first step a questionnaire has been designed to measure management

quality in 2016

OSPAR approach

 Has information concerning the management of an OSPAR MPA has been published?  Have specific management actions been identified and put into place by site managers, a legal mechanism or other effective means to address known pressures and threats?

slide-5
SLIDE 5

OSPAR approach

 Results show the achievement,

  • r indicate movement towards

achieving, a sites conservation

  • bjectives?

Is specific monitoring focused on ecological status of protected features? Or monitoring of the compliance of site users with implemented measures?

New proposal

  • Has the conservation objective X been

achieved?

  • Based on monitoring data or expert

judgement

  • Assign a score to the answer and calculate

the average of the score for all conservation objectives

  • Colour code
  • Repeated every two years
  • After the 2nd assessment a

trend can be calculated

Response Score Yes 3 Partial 2 No 1 No response / no data

HELCOM MPA Database

Which data is already collected?

  • Questions 1-3 can partially be

answered

  • Only if the 3 questions are

answered with yes, we can start to evaluate effectiveness We need more details:

  • Specific conservation objectives
  • Conservation measures
  • Detailed monitoring information

Possible next steps

  • Establish a HELCOM working group to develop a

method in cooperation with OSPAR

  • Identify / summarize conservation objectives from

existing plans

  • BSEP 105
  • Collect objectives and harmonize them
  • Make them comparable and measurable
