  3. PHASE 1 FACILITY CONDITION ASSESSMENT AND STRUCTURAL ANALYSIS

  4. CONDITION ASSESSMENT - 15 TROWBRIDGE STREET W. Facility condition assessment • Over the next 25 years the library will require $429,110 in capital repairs to remain in operation with its current use. FCI Rating = Sum capital repairs next 5 years Estimated replacement value = $230,450 / $2.249 Million = 10.2% Poor Major capital repairs next 5 years: • Stair/handrail upgrades - $5,000 • Exterior wall repairs - $25,000 • Structural reinforcement - $65,000 • Roof replacement - $65,000 • Asphalt parking repair - $30,000 • Electrical upgrades - $5,000

  5. CONDITION ASSESSMENT - 15 TROWBRIDGE STREET W. Structural upgrades: • Retrofjts to ground fmoor joists and beams to accommodate stack loads. • If library stacks are located on a second fmoor, retrofjts to the second fmoor joists and beams, and existing foundations are likely required. • Shear crack in the masonry wall will require further investigation and observation/ inspections to determine if the movement continues. The crack must be repaired once the root cause is addressed. Accessibility upgrades: • The library does not have an elevator. Other components – ex. Door widths, aisle widths and the main entrance – do not meet current standards. Any change of use or signifjcant renovation will require that these defjciencies are addressed and comply with current OBC standards. • Costs in Phase 1 do not include accessibility upgrades.

Facility Condition Assessment • Over the next 25 years the building will require $333,410 in capital repairs to remain in operation with its current use. The FCI rating = Sum Capital Repairs next 5 years Estimated Replacement Value = $110,000 / $1.094 Million = 10.0% Fair Major Capital Repairs Next 5 Years: • Chimney removal/repairs - $15,000 • Roof replacement - $85,000

  7. CONDITION ASSESSMENT - 21 TROWBRIDGE STREET W. Structural Upgrades: • Areas with a suspended concrete fmoor slab (a small amount of area) will likely require retrofjts to the existing fmoor joists and beams to support library stack loads. • Future HVAC equipment placed on the existing rooftops should be supported on a separate frame to simplify any retrofjts to the existing roof. Accessibility Upgrades: • Any change of use or signifjcant renovation to the existing library will require defjciencies are addressed and comply with current OBC standards. • Costs in Phase 1 do not include accessibility upgrades

CONCLUSIONS - PHASE 1 • The Meaford Public Library and Administration Buildings are not at the end of their service life. • To remain in working condition, the library and admin buildings will require a total of $762,520 in capital repairs over the next 25 years . Of that total, $449,900 is required in the next 10 years. • Any change of use or signifjcant renovation to either of the existing buildings will require that code and accessibility defjciencies are addressed and comply with current OBC standards. • LGA believes both buildings are candidates for renovation. The study should proceed to Phase 2 to investigate preliminary designs and costs for an expanded library.
