Violation of law by persons under the influence of alcohol, including drunk- driving
- high level of violation of law by drivers under the
influence of alcohol annually,
- the police reported 200,551 suspects who were
under the influence of alcohol, 61% of all
- ffenders,
- in 2007, drunk drivers caused 3,420 accidents
with 409 mortalities and 4,928 injured persons,
- This year, intoxicated participants of traffic
caused 6 503 accidents (drivers are the largest group, constitute 6,9% of the total number of drivers who cause accidents).
TRAFFIC SAFETY IN POLAND
- The threat of being killed in a car accident to Poles is still
the highest one in Europe,
- twice as high as the average for the European Union and
- ver three times as high as in Sweden, Great Britain, or
Holland.

The 3rd Traffic Safety EU Programme
- the target that has been set for EU: 50% less
fatalities in roads in years 2001-2010,
- with 29% decrease in the number of fatalities,
Poland still is at the bottom of the list,
- only 9 states were close to reaching the 50%
decrease,
- France (-48%), Portugal (-50%), and Spain (-
51%), i.e. the states where the system of automatic surveillance of speed limits was introduced,

the Union was 35% between 2001 and 2009.

- In 2010 drunken road users participated in 4
524 traffic accidents (11.6% of total accidents),
- 455 of them lost their life (11.6% of total
deaths),
- 5 620 were injured (11.5% of the total
wounded).
- In 2012 the road police stopped 169 323
drunken drivers, and 181 291 in 2011- which means a decrease at 12 614.
- Unfortunately, many drivers are opting for
driving after alcohol.
How to improve this situation?
- Simple countermeasures in the form of police
enforcement and severe punishments are both costly and relatively effective.
- the only way to drastically reduce “drinking and
driving” is to combine multiple approaches, including:
education, public information campaigns and intense and visible enforcement, with strategies that target specific populations of drivers.

- Public consultations of the National Road
Safety Program 2013-2020
- National Road Safety Council has decided to prepare a new
long-term road safety program
- KRBRD members are curious about public opinion on matters
related to road safety issues raised in this document
- The action is being organized: “Your opinion counts!”.
- After extensive public consultations and consideration all
- pinions rise to the final version of the national program of
road safety for the period 2013-2020.
ACTIONS IN THE AREA OF ROAD SAFETY IN POLAND CONNECTED TO THE ALCOHOL USE
- Safe Driver Foundation
- established in 2004 by Krzysztof Holowczyc – race driver,
Poland and Europe Champion,
- runs a multidimensional activity, cooperates with public
institutions and private enterprises, coordinates the actions and patronages road safety initiatives.
- Cooperating with MIVA Poland, Polish Motor Union, Polish
Police Headquarters and National Road Safety Council, the ‘Safe Driver’ Foundation has soon become one of the most active and opinion-forming organizations within Road Safety area.
ACTIONS IN THE AREA OF ROAD SAFETY IN POLAND CONNECTED TO THE ALCOHOL USE
Road Safe Foundation’s activity - a positive message given in modern method, and its main goal is preventing road accidents by obeying traffic regulations, appropriate self-evaluation, keeping wariness and concentration as well as completely sober driving.
Goal - to get to the highest number of recipients, and that is why the contact with them is being established on many different areas, the most important of which are:
- countrywide media campaigns directed to all of the traffic
participants
- actions inspiring to working for road safety improvement
- educative actions for communities interested in working for
road safety
ACTIONS IN THE AREA OF ROAD SAFETY IN POLAND CONNECTED TO THE ALCOHOL USE
Road Safe Foundation’s - road safety-themed events and festivities, in which Krzysztof Hołowczyc actively participates.
- showing the film ‘Experiment Life’ on the TV within the
‘ORLEN. Safe Roads’ program, in which Krzysztof Holowczyc presents the most common causes of road accidents.
- communication with children and teenagers by issuing comic
books broaching the subject of safe driving. Its main character is Krzysztof Kierowczyc, a man based on Krzysztof Holowczyc.
- supporting actions of other social organisations.
- promoting the presence of Road Safety subjects in media.

- 2013: This Morning After
campaign highlights the true effects of drinking and driving. Over 10,000 young people in have seen the devastation of Matt's car and have expressed genuine shock at the reality of how easily something like this can happen.

- Campaign „Have Been Drinking? Do Not Drive!”
- campaign "Have been drinking? Do not drive! "carried out
since 2008
- public education and continuous awareness that driving
under the influence of alcohol can result in tragedy
- in practice, among both drivers and passengers, are
permitted situations in which driving after drinking alcohol is justified.
- "Have been drinking? Do not go!“ - extensive information
activities, advertising spots on TV, in cinemas on LCD screens in colleges and in public transportation cars
- the campaign pay attention to the negative consequences
and risks resulting from drunk-driving behavior.

- Association for Improving Safety of Road Traffic
“Road and Safety”
- Non-governmental organisation associates people who are
renowned authorities in the field of safety on Polish roads
- How to fight against drunken drivers? Maybe alkolaser?
- The Russian alkolaser can see a car going 120 km/h. A similar
is a new Polish one, more efficient, makes the measurement by the side windows of the car (as opposed to the Russian - the measurements by the front window)
- big disadvantage - the fumes can come from the driver, the
drunken passenger or for example alcohol spilled in the car.
SUSTAINABLE TRANSPORT CAMPAIGNS
Campaigns on sustainable mobility?
- Transport planning alone is not enough to induce
behavior change, and infrastructure transformation must go hand in hand with the implementation of the strategy aimed at inciting people to change their habits.
- Campaigns and information activities are helping people,
showing what benefits they can get by using sustainable modes of transport.
- Campaigns encourage the use of public transport
services or cycling or tend to choose pedestrian traffic, walking, in cases of short distances.
- The success of sustainable transport in
European (also in Polish) cities will be reached when safety matters will be inbuilt into the multimodal metropolitan transport system,
- This system, however, needs to eliminate the
risk of being injured or killed by drunken driver.
