PROFESSIONAL BODIES � Town Planners advised that there should be effective coordination between LASSPDA & LASBEA to mitigate negative consequences that may arise from the separation of planning regulation from building control � Engineers urged the Committee to ensure that all testing of buildings should be done by qualified professionals in the built environment � Builders called for the mandatory use of professional builders in building construction � Estate Surveyors called for the commencement of a comprehensive Urban Renewal Programme LAGOS HABITAT 2011

PROFESSIONAL BODIES …… � Architects were concerned with delays and prohibitive cost of the planning approval process � Quantity Surveyors emphasised the need to re-introduce Trade Testing for artisans � Land Surveyors expressed the urgent need to complete the state wide Geographic Information System (GIS) � Association of Professional Bodies of Nigeria welcome the unprecedented involvement of private sector professionals in policy formulation LAGOS HABITAT 2011

LAGOS HABITAT CENTRE … a legacy to professional diligence • Re-develop collapsed building site into the Project Secretariat, State Chapter offices for built environment professionals and their regulating authorities. • It will disseminate relevant Government publications and have displays of innovation in building materials and technology, similar to the London Building Centre LAGOS HABITAT 2011

  11. ACTION PLAN • 47 key initiatives recommended � 18 Short term - start before 31 Dec 08 � 19 Medium term - start before 30 June 09 � 10 Long term - start before 31 Dec 09 LAGOS HABITAT 2011

  12. ACTION PLAN – TOP 10 1. Commence restructuring of LASPA for operational effectiveness and separate Building Control from existing framework for Planning Approval, pending creation of LABCA 2. Review the Regional Plan for Lagos and prepare development plans for all levels in the State 3. Refocus Master Plans already commissioned to concentrate on upgrading of infrastructure and improvement of existing development 4. Replace on-going “model city” plans with Development Guides in all LGA and LDAs to serve as briefs for Regional Plan review. LAGOS HABITAT 2011

  13. ACTION PLAN – TOP 10 5. Set –up Planning Approval Appeals Committee at LGA level and an Appeals Tribunal for the State 6. Undertake non-destructive tests on all buildings above one storey and demolish unsafe structures 7. Establish Community Development Consortia 8. Register all building material makers / merchants and relocate them to designated parks for ease of monitoring 9. Conduct State-wide Housing Need survey 10. Sensitize the public and encourage attitudinal change through multi- media enlightenment campaign. LAGOS HABITAT 2011

IMPLEMENTATION PRINCIPLES • Incremental Approach • Immediate focus on ALL quick wins that can generate a high impact in the short term; • Establishment of institutional structures for the implementation of recommendationst hat have a longer gestation period to impact/value; • Adoption of pilot programmes as Proof of Concept before full State-wide rollout; • Reuse/Modification of existing institutions to the extent possible.
