Key Problems Raised

Poor community road safety on Victoria Street Unsafe / obstructed pedestrian passage across the highway Removal of historic trees that define the southern entrance to the “Town Of Trees” Reduced amenity and utility of Mark Radium Park No noise pollution

  • r safety barriers

Who does this affect?

  • 280 school children at Berry Public School
  • Public attending events at Berry Showground and Berry Courthouse
  • Business owners in Berry
  • Residents of The Grange, BUPA and The Arbour
  • Residents of Victoria Street and nearby cross streets such as Windsor Drive,

George, Edward and Clarence Streets

  • However this is not a issue confined to a subset of the Berry community
  • Configuration of Victoria Street and Mark Radium Park undeniably affects

the function of the entire town

Why does this affect all of Berry?

  • Community safety issues that exist now

– Seniors, school children and other pedestrians, particularly at western end – Potential to enhance safety during event and market days by reduced through traffic

  • Use of Mark Radium Park will change – future use and

presentation is important

  • Local Heritage status of park
  • Benefits derived from focussed activity on Queen Street
  • Multiple egress points can be confusing (Kiama)

Proposal

  • Maintain Victoria Street as a local road
  • Southbound access onto new highway from Queen

Street – not Victoria St – in line with bypass timing

  • Enhance Mark Radium Park and integrate it with
  • ther urban design initiatives

Preferred Solution

Maintain Victoria Street as a local road rather than focus the location of the south bound on-ramp at this point South bound on-ramp directly onto the highway, retaining trees historic trees Upgrade of Mark Radium Park facilities, e.g. exercise / play equipment for the local community Installation of Pedestrian crossings along Queen Street Berry Bypass Kangaroo Valley Road Interchange 6

What are the benefits?

  • Greatly improved safety along entire length of Victoria Street
  • Potential for improved amenity and utility of Mark Radium Park
  • Retention of the iconic Duck Pond and historic trees that define the southern

entrance to the “Town Of Trees”

  • Opportunity to link Mark Radium Park into the proposed green belt on the

northern side of town

  • Travellers are encouraged towards the commercial centre of town, reinforcing the

role of Queen St as the shopping and business precinct

  • All “Victoria St” issues addressed, as documented in the Berry Bypass Alignment

Issues Report Jan-12

Impacts Opportunities Greatly reduced size Reinvent and improve park function Road over duck pond Transform to outstanding local amenity Loss of heritage trees Link with future northern green belt No sense of local

  • wnership

Reduced overall highway width Create visual link to growth areas of Berry

Support To Date

  • More than 105 (out of 153) community complaints to the RMS in

Dec-11 were in response to the safety and access problems identified

  • At a meeting in Jan-12 between Gareth Ward, RMS, Shoalhaven City

Council and Berry residents/businesses:

“The design of the bypass should support the function of the park, not vice versa. This is an opportunity to create a usable space for locals”

  • The following Motion was adopted by Shoalhaven City Council in

March 2012 to try to ensure a balanced approach by Council staff:

“That in the interests of pedestrian safety and residential amenity, Shoalhaven City Council supports Berry families in the negotiations with the RMS for the closure of Victoria Street toward the Princes Highway end at such time that Berry is bypassed”

Next Steps

  • Continue to work with Council and the community to optimise

local road safety, in particular around Berry Public School

  • Work with community, Council and RMS to integrate Mark

Radium park with other urban design initiatives:

– Safe pedestrian and cyclist access at KV Road bridge – Logical local road hierarchy within Berry town – Safe and logical connectivity of town with Huntingdale Park and Kangaroo Valley Road – Integration of northern green belt between new highway and town – Maximise the potential of Mark Radium Park
