Mission: Assist the City of Berkeley to effectively
implement new State housing laws and advance City Council priorities that are designed to increase affordable housing
Objectives:
Learn about the new State housing law package and its implications for our community Assist the City to incorporate new practices designed to enable implementation of new State housing laws Based on City Council priorities and referrals, assist with development of new policies for consideration by parent commissions and City Council

State Housing Law 15 housing bills came into effect in 2017 Some reflected in City Council priorities
Will require: updates to Zoning Ordinance and General Plan Intersection with PC, ZAB and HAC responsibilities
Complex Polices to Develop Input from J-SISHL can accelerate policy development J-SISHL can advance/refine policies prior to PC review

Streamline Affordable Housing Referral to streamline permitting process for housing projects which include > 50% affordable units (KW: 1/19/16) Referral to amend ZO to allow ministerial approval of zoning- compliant affordable projects (LD: 12/5/17) Green Affordable Housing referral (LD: 10/27/15) HAP item to streamline affordable housing and remove structural barriers to affordable housing J-SISHL Potential Actions: Identify SHLs that address elements of these referrals. Identify necessary actions for implementation. Forward recommendations to Planning Commission.
