The Subcommittee used four criteria to identify tribes for potential opt-in. Note that the Subcommittee is in the initial phases of designing the tribal opt-in process and that none of the tribes listed here have committed to opt in.

1) Does the tribe overlap with an MSG-prioritized state?

Overlaying the tribes that receive disbursements from Interior with the MSG’s list of 18 prioritized states resulted in initial pool of 35 tribes.

2) Is the tribe represented on the MSG or in STRAC?

Three tribes are represented on the MSG: Shoshone and Arapaho Tribes, Blackfeet Nation, and Choctaw Nation. The former two are STRAC members, as are four other tribes in prioritized states.

3) Does the tribe make extractive data publicly available?

  • The Subcommittee looked at each of the 35

tribes’ websites for data on extractive activity.

  • 18 of those tribes make some sort of

extractive information public online.

Of the 18 tribes that publish extractive information online, the Subcommittee identified 8 that have demonstrated an apparent willingness to be transparent or have participated in USEITI.
