ADMINISTRATIVE RESPONSIVENESS

In order to be considered for the evaluation of this tender, service providers need to comply with the following:

  • Only those tenders who satisfy the eligibility criteria stated in the tender data may submit

tenders.

  • Tender offer must be properly received on the tender closing date and time specified on

the invitation, fully completed and signed in ink(all as per standard conditions of tender)

  • Submission of (DPW-07EC) Form of offer and acceptance.
  • Submission of (PA 11): declaration of interest and tenderer’s past Supply Chain

Management practices.

  • Submission of ( PA -29): certificate of independent bid determination.
  • Submission of (DPW-16EC) site inspection meeting certificate as proof of attendance of

compulsory site inspection meeting.(tenderers to familiarize themselves with the conditions of the sites)

  • Provide proof of registration with national Treasury Central supplier database by

completing the supplier registration on the form of offer (CSD).

  • PA 15.2 : Resolution of Boards of Directors (to be completed by bidders submitting

proposals as a JV or a Consortium)

  • PA 15.3: Special Resolution of a JV or a Consortium (to be completed and

submitted to together with 15.2 above)

  • PA-16.1(PSB) ownership particulars.
  • PA 29: Certificate of Independent Bid Determination (must be fully completed and

duly signed)

  • PA16: Preference Points Claim Form: (must be fully completed and duly signed) and

also submit an original or a certified copy of a BBBEE certificate. JV’s need to submit a consolidated BBBEE certificate. Failure to submit one of the above mentioned will lead to disqualification .

  • Submission of (DPW 09 EC) Particulars of tenderer’s Projects
  • Submission and duly signed (PA 36 including Annexure C) declaration certificate for

local production and content of designed sectors.

  • NB: Public Adjudication will be conducted: announcements will be made

accordingly.

TENDER EVALUATION

  • A 80/20(BELOW 50 000 000) preference point system will be used.
  • Functionality will be a pre-qualifying criteria. Bidders need to obtain a minimum of

50% to be considered for further evaluation i.e. price and preference points.

  • The closing date for this tender is the 17/04/ 2020 at 11:00 sharp!! the closing of all
