The National Ports Act No. 12 of 2005, establishes the National Ports Authority as the landlord of South Africa’s ports. According to the National Ports Act No.12 0f 2005 an agreement may only be entered into by the Authority in accordance with a procedure that is:

  • Fair
  • Equitable
  • Transparent
  • Competitive
  • cost-effective.

A property is leased, subject to the following process being followed:

  • Properties available for lease is valued by a Professional Valuer.
  • Available premises is advertised for lease by means of a tender process.
  • This process has a scoring criteria which is used to evaluate the bids, scored and adjudicated with a

recommendation to TNPA Head Office for final authorization.

  • The latest approved Port Development Framework Plan has to be adhered to.
  • Premises that is required for leasing at short term periods i.e. one to six months can be considered

and authorized by the Port Manager.
