Bangladesh Transport System

  • Consists
  • f

roads, railways, inland waterways, ports, maritime shipping, and air transport.

  • Road

transportation has become the dominant mode,

  • Carries over 70 percent of passenger and

60 percent of freight traffic.

  • Road Network consists of‐
  • Arterial Roads
  • Rural Roads
  • Urban Roads

Problems

  • Reliability
  • Safety
  • Air Quality Due to Higher Vehicular

Emissions

  • Public Transport
  • Modal Integration
  • Mix of Slow and fast moving Vehicles
  • Traffic Operation
  • Road side activities
  • Overloading

Traffic Monitoring System

  • In

2009 Dhaka Metropolitan Police (DMP) installed the digital surveillance system for traffic management and crime control

  • Launched a unified control room called C3S

(Command, Control and Communication System).

  • Set up more than 100 CCTVs and installing about

31 dot matrix displays at major intersections of Dhaka

  • It was expected that C3S would be capable of

identifying vehicle drivers disobeying traffic rules and escaping any accident scene or involved in

  • ther heinous crimes.
  • However, institutional issues, such as multiagency

coordination and enforcement have prevented the achievement of expected benefits.

ITS initiatives (Past)

SLIDE 10

Traveler Information Systems with Variable Message Signs (VMS)

  • Providing data for traffic information

services through VMS is important for traffic.

  • In Dhaka while there are several locations

with a VMS facility, the display boards

  • ften malfunction due to lack of periodic

replacement and maintenance

ITS initiatives (Past)

Smart Card Payment Systems in Public Buses

  • The

Bangladesh Road Transport Corporation (BRTC), which is the only government

  • perated

bus service in Bangladesh, introduced electronic fare collection system through S‐pass card system.

  • However, a major share of bus services in

Dhaka mainly belongs to private companies and owners; who have not initiated this smart card payment system.

  • Without their active participations most

bus users are not benefitting from this smooth ITS application.

ITS initiatives (Past)

slide-12
SLIDE 12

ITS initiatives (Under implementation)

  • Installation of ITS at 4 intersections in Dhaka

City (JICA Supported)

  • Traffic actuated signal
  • CCTV and vehicle detector
  • Synchronization with traffic signal and

railway crossing etc.

Traffic Signal Control

Advanced Traffic Signal is controlled by following parameters calculated based on the traffic volume from the vehicle detector. Cycle: Time duration that the signal returns back from green to next green through yellow and red Split: Time duration of ratio allocated to green Offset: Time gap between adjoining intersections to make traffic flow smooth Offset Time

CCTV Camera System

 Targeted Object

  • Traffic flow going into the Intersection

 Number of CCTV cameras

  • 2 cameras diagonally for each intersection

 Monitoring of CCTV images

  • Monitoring Place: DMP Command and Control

Center (DMP operates CCTV system.)

  • Communication Line: Telecom Operator’s Network

(e.g. BTCL or Private company)

ITS initiatives (Under implementation)

  • Installation of ITS under Greater Dhaka

Sustainable Urban Transport Project, BRT line‐3 (ADB funded)

  • 20.5 km Bus Rapid Transit
  • 25 stations
  • Control Centre and ITS for BRT corridor

ITS initiatives (in pipeline)

Improving the Reliability and Safety in National Highway Corridors of Bangladesh by introduction

  • f ITS (KOICA supported)
  • Planning –
  • ITS Master Plan for

Highways/Expressways

  • ITS Architecture and Standard
  • Pilot Project
  • Construction and Installation of Pilot

enforcement system

  • Capacity Building
  • Invitational Workshop

Challenges

Lack of coordination among agencies Lack of resources for

  • peration and

maintenance of ITS technology Lack of in‐house technical capacity Lack of policy and strategy Lack of knowledge on ITS systems and ITS contracting

Lack of understanding

about the implications of procuring a certain technology in a fast‐ changing ecosystem Fragmented Public Transport Sector

slide-22
SLIDE 22

Challenges

Traffic Conditions

  • Heterogeneity in vehicle types

Lack of lane discipline Institutional and Social Challenges

  • No single organization is in‐charge of transport infrastructure

in cities or rural areas

  • Culture of ignoring traffic rules and discipline
  • Integration of Land use and Transport Planning
