Surplus Right of Way (ROW) Process ▪ Process begins once construction is complete, and is handled by TxDOT ROW Division, Real Estate Services ▪ Property owner submits disposition of surplus request to TxDOT ROW Division, Real Estate Services ▪ Survey and appraisal of the surplus property are provided by the property
