Context The Security Council, through resolution 1977 (2011): • Urges IROs to inform the 1540 Committee as appropriate of areas • in which they are able to provide assistance and to provide the 1540 Committee with a point of contact for assistance Calls upon IROs to designate and provide the 1540 Committee • with a point of contact or coordinator for the implementation of resolution 1540 (2004)

Context The Security Council, through resolution 1977 (2011): • Encourages IROs to enhance cooperation and information • sharing with the 1540 Committee on technical assistance and all other issues of relevance for the implementation of resolution 1540 (2004) Requests the 1540 Committee to continue to organize and • participate in outreach events on the implementation of resolution 1540 (2004) at the international, regional, sub-regional (…) levels and promote the refinement of these outreach efforts to focus on specific thematic and regional issues

Context Global Partnership – Assessment and Options for Future • Programming, Deauville, France, 26-28 May 2011: “identify opportunities for cooperation with and programming • through relevant regional and international organizations or mechanisms (e.g. UN and in particular the 1540 Committee, IAEA, WHO, FAO, Organization for Animal Health (OIE), BTWC Implementation Support Unit, OPCW, GICNT) in areas of mutual interest and value. Priority will be attributed to ensuring close and effective coordination of activities and objectives, and to ensure complementarity, avoid duplication and gaps. The Global Partnership could engage in work in all the above-addressed fields in which we have collectively identified challenges.”

Achievements and progress 1540 Committee working group on international cooperation • One of the four working groups currently operated by the • Committee to “focus on important and recurring issues” Receives briefings by representatives of IROs • Monitors key interactions between the 1540 Committee and • relevant IROs (“IGO tables”) Involved in the preparation of the 15-16 December 2010, Vienna, • Austria meeting for IROs on Cooperation in Promoting the Implementation of Resolution 1540 (attendance by 25 IROs)

Achievements and progress Interactions of the 1540 Committee, supported by its experts and the • Secretariat, with various IROs Since the October 2010 Vancouver meeting, joint activities, joint • participation in outreach activities and other interactions with more than 40 IROs Interactions for instance with ASEAN, AU, BWC-ISU, CARICOM, • CICA, CIS, CSTO, CTED, CTED, CTITF (*), FAO, FATF, Hague Code of Conduct, ICAO, IAEA, INTERPOL, LAS, MTCR, NATO, OAS, OIE, OPCW, OSCE, PIF, SCO, SICA, UN Regional centres for Disarmament, UNDP, UNDPA (**), UNDPI, UNHCR, UNICRI, UNICRI, UNODA (**), UNODC, UNODC, UNRCCA, Wassenaar Arrangement, WCO, WHO, Zangger Committee (*) The “1540 Committee expert staff” (CTITF terminology) is one of the CTITF entities. (**) UNODA and DPA provide support to the Committee and its experts.

Achievements and progress Strengthening interactions at the regional level, developing synergies • with focal points specially appointed to facilitate the implementation of resolution 1540 (2004): • Caribbean region: regional Coordinator for CARICOM (November 2009) • Central America: regional Coordinator for SICA States (June 2011) • OSCE region: 1540 Adviser (September 2010) � Various activities contributing to the implementation of resolution 1540 (2004), at the request of States, such as: facilitation of implementation gaps analysis, development of national action plans, design and induction of specialized trainings/modules on resolution 1540 (2004)

Achievements and progress Possible developments toward the establishment of additional • regional focal points • ASEAN (idea discussed by ASEAN States at the 1540 regional workshop in Hanoi, Vietnam, October 2010) • CIS (idea discussed at the OSCE workshop, Vienna, Austria, 27-28 January 2011) • Others ?

Achievements and progress Other developments at the regional level of specific significance for • resolution 1540, such as: • UNICRI-implemented EU Centres of Excellence CTITF project, funded by the EU and Norway and coordinated by • UNRCCA, to assist Central Asia States to devise a regional action plan to implement the UN Strategy to Combat Terrorism, which includes 1540-related issues – this project to be followed by similar ones in other regions UNODA-organized regional workshops to facilitate the • implementation of resolution 1540 (2004) - all UN regions have been covered so far • IAEA regional centers for excellence Others •

Achievements and progress • Reinforcement of the relationship, and development, at the working level, of a “1540 network” within IROs • Increasing understanding of the specificities of the respective mandates and of possible areas for cooperation to facilitate the implementation of resolution 1540 (2004) • Identification of relevant activities / assistance delivery programs, within IROs, that can contribute to the implementation of resolution 1540 (2004) by States • Increasing integration of resolution 1540 (2004) objectives into IROs’ programs • Institutionalization of the working relationship with some IROs (i.e. September 2011 MoU between UNODA and the OSCE; exchanges of letters between the 1540 Committee and some others)

  12. Challenges and options • Insufficient knowledge about IROs orientations/ programs / activities which can facilitate the implementation of resolution 1540 • Insufficient understanding of how – and to what extent – the respective mandates of the IROs not traditionally focused on nonproliferation allow 1540-relevant activities (some of these activities might already be conducted)

Challenges and options • The 1540 Committee list of IROs points of contact called for by the Security Council (point of contact for assistance; point of contact or coordinator for the implementation of resolution 1540) currently at the early stage • Insufficient knowledge about 1540-relevant interactions/activities between IROs (UNODC-WCO Container Container Program is a known case… how many, and which other programs ?)

  14. Challenges and options Possible options for discussion: - Provide support to the 1540 Committee to map existing/planned programs, within relevant IROs - Identify, in liaison with IROs, possible areas for cooperation based on their respective mandates and priorities - Facilitate the designation of points of contact (for assistance / for the implementation of resolution 1540) within IROs including by demarches to IROs

  15. Challenges and options Possible options for discussion: - Strengthen the support to existing regional coordinators - Facilitate/encourage the establishment of additional regional coordinators - Facilitate the submission of relevant information by IROs to the 1540 Committee, through the deployment of an electronic platform to which IROs points of contact would have access. This platform could be designed in a way that would duly respect the confidentiality requirements of each IRO, which would decide which other IROs, in addition to the 1540 Committee will have access (or not) to the information it submits
