WORKING DRAFT Background 8-13-14 Current Environment Indiana courts are a heterogeneous environment: ■ » The state funds a single court CMS/DMS solution – Tyler Technologies Odyssey CMS/DMS (trial and appellate courts) » Many trial courts choose to use another CMS and/or DMS – Computer Systems Inc. Judicial Tracking Systems (JTS) CMS/DMS – CourtView Justice Solutions CMS – DocuWare DMS – Others Local solutions currently exist, or are planned, to support e-filing ■ » Government agencies in criminal and traffic cases » Lake and Marion have piloted e-filing in some civil cases 2

WORKING DRAFT Background 8-13-14 Proposed Trial Rule 86 Proposed Trial Rule 86 will enable: ■ » E-filing in all Indiana courts by registered users; » The initiation of actions by e-filing, service, and signatures; » The time and effect of e-filing; » E-filed documents as the official court record; and » A process for exempting persons who are not able to use e-filing. 3

WORKING DRAFT 8-13-14 Objectives and Scope Objectives of the Indiana E-filing System (IEFS) ■ » Achieve cost and work savings through statewide e-filing » Enable fully electronic court records Scope of this PNCO ■ » Acquire a statewide E-filing Manager (EFM) that enables the exchange of documents from multiple E-filing Service Providers (EFSPs) and the CMSs currently in use in Indiana. » Acquire, with the EFM, a basic EFSP for use in all Indiana courts. » Support initial and subsequent filings in civil and appellate cases. » Pilot the EFM and Basic EFSP in Odyssey, CSI and CourtView trial courts, an appellate court and potentially a third-party EFSP. » Propose a plan for implementing e-filing statewide. 4
