Step 2: Getting a user account
Setting up a new account, click “REGISTER”: … if you already have an account, enter the Username
Click HereRegistering as a new user… … be sure to select “Reporting Facility/Business”
… after DNREC approves your account, existing records will be transferred to it Fill in the boxes, anything with a red asterisk (*) must be completed…

How to submit a Tier II Report, from the top… … click on the Facility tab or the Continue button
Step 1: Facility Information
Existing* or New Facility?
* A facility already in the TierIIManagerTM database
To pick a facility that has previously reported, click on the facility that you want in blue … …or Add a New Facility if it’s not in the database yet
This is the screen for Adding a Facility… … be sure not to add a duplicate facility; contact us if there is any doubt
The Latitude / Longitude tool can pin-point your location…
T2M has built-in checks to look for missing info… … but it can’t detect all mistakes

Initiating a Report
See that our new facility has been added to our list… … click on the blue “Example Facility (ID:3176)”
Click HereAfter selecting the facility, you can view its 312, 311, and 302 reporting history … … we’re going to Add a New Submission … this button is for all new reports: 311, 302, & 312 (Tier II), plus revisions and updates

Step 2: Chemical List
Add, Import, Edit, or Delete
… click “Add Chemicals” Step 2 will be the bulk of the work…
… chemicals from other facilities linked with the same username can be imported

Click Here… the other facility must be under the same username … click on the blue Pick Facility to see the facilities linked to your username

… it just so happens that you can view ALL your facilities …even inactive ones … which is weird

… after picking the source facility, check which chemicals to import … only the chemical-specific data will be imported … you will need to enter the inventory & storage info

Click Here… 311 reports have to be submitted within 3 months, 302’s are due within 60 days … it’s a good practice to check your status quarterly ... and it makes doing the Annual Tier II easier too

For a Step 2 example, let’s input Lead Acid Batteries… … which are a mixture of Sulfuric Acid (an EHS) and Lead compounds

A word about Fee Classification… … Hazardous Chemical: $60, EHS $100, Mix<10% $60, Mix>10% $100
… let’s do the EHS portion first; click on Search by CAS / Chemical Name A mixture’s EHS components need to be itemized, while a pure chemical does not…
See how we can search for Sulfuric Acid… … click on the version the 2nd sulfuric acid version to import it
Check the MSDS to find the percentage of Sulfuric Acid in the batteries… … click on Save Mixture Component and move onto the lead portion
For this exercise, after itemizing 100% of the mixture (not required for lead)… … click Save to move on to “Inventory & Storage”

Step 3 has four EPA-required questions… … the first two are pre-filled based on Step 2, while the second two you will know. Click Save.
Step 4: Contacts

Step 4 is listing the contacts… … the Regulatory Point of Contact’s email is the most important
Email AddressFor Emergency Planning Coordinator and Emergency Contacts… … T2M keeps a directory of everyone you’ve ever used
List 3 Emergency Contacts… … if you don’t have 3 people, then repeat entries … and click Save
Step 5: Site Plan
locations reported. Include any obstacles that could be encountered by emergency personnel (such as fences).

Step 5, attach a Site Plan… … file size is limited to 2.0 MB, and your network’s firewall might cause a problem

Step 6 is to identify fee-exempt facilities… … Non-Profit as defined by the State of Delaware Department of Corporations
It is also possible to add extra information, using “Notes”… … think of it as a “Sticky Note” on the report
Click HereBelow is an example of adding with Notes… … it’s pretty straight forward
Back to the Edit Report Homepage… … with 6 green checks √ we’re ready to pay fees and certify the report
If you stop (log out) during Steps 1 through 6…
… the report will show as “Initiated” when you come back. … click on the blue Tier II Report Annual to get back into edit mode (and finish the report).
Click HereStep 7: Fee Payment & Certification (Step 8)
For Step 7, once it is begun, there is no turning back… … you can see what this will cost with Preview fee amount
Preview FeeThis is the fee amount preview… … if this is wrong, do not proceed with Step 7 (the problem will be in Step 2).
After clicking Submit Report, T2M processes the fees… … this should match the Preview; click Pay Now
You can pay on-line or mail in a check… … choose one and click Pay Now …note the warning about the Back Button
If paying by check, remember the online instructions… …quickly find what to attach to check and how to handle multiple facilities.
Paying by CheckThe 2nd part of Step 7, Step 8 is the Certification… … if the Authorized Representative is not you, you should get their OK
Congratulations, you have submitted a Tier II Report! … by statute, Fees are due by March 1st too
A Confirmation Email will be sent to the Regulatory Point of Contact… … it includes a copy of the invoice
Revisions vs. Updates
ANNUALS, REVISIONS, & UPDATES
Report Class
Annual for <2019> Revision (do not have fees)
– correct errors or omissions in a submitted report
Update (do not have fees)
– add post-December 31st info
– can be submitted throughout the year as contacts, chemical info, plot plans etc. change
What if I made a mistake? … once a report has been submitted, it can not be edited …it can be fixed by submitting a Revision; click Add a New Submission

…we’ve seen this screen before; if you can do a 312, these are easy (fewer steps) Need to do a 302 or 311 submission?…
302 311…there is no Site Plan or Fee Note for 311’s, don’t delete previous entries until they have been reported via Tier II (312).
