October 2019 Background

  • WDC has been supportive of the Scottish Government’s

drive to provide 50,000 new affordable homes by April 2021.

  • The new Strategic Housing Investment Plan (SHIP) sets
  • ut the affordable housing plans to 2025.
  • The period beyond 2021 is one of uncertainty in terms of

Government Policy and funding commitment.

  • WDC remains committed to developing new affordable

housing.

The key objectives of the programme are to provide:

  • New fit for purpose, energy efficient, accessible council

homes including specialist and larger provision

  • Homes to assist with the Homelessness applications of

1000 each year and housing list of almost 4,000 applicants

  • Assist with the regeneration of housing estates and to re-

provision housing which was not fit for purpose.

  • Right type of houses in the right places at the right price!

October 2019 The More Homes West Dunbartonshire programme 2018 - 2021 will see an estimated investment of over £70m in council house building to deliver the current programme; this will be supported through initial estimated Scottish Government grant funding of around £25m.

To April 2018 WDC had delivered 161 new homes through the More Homes West Dunbartonshire programme, often linked to demolition of hard-to-let properties, such as shown below at Haldane. More than 300 more are planned to be provided in before April 2021.

Cost of the new SHIP programme:

  • Future Scottish Government funding plans remain
  • uncertain. We estimate that around £55M of grant

will be made available over the next 5 years.

  • However, the estimated costs stands at

approximately £77M. Consequently the programme is likely to be subject to amendment.

In our drive build more homes, it is important not to lose sight of quality. Other key elements of our programme include:

  • Partnership with the Health and Social Care Partnership

to provide specialist and supported accommodation

  • An emphasis on larger sized properties to meet the needs
  • f larger families
  • The West Dunbartonshire Design Standard
  • Energy Efficiency; the importance of reduced energy

consumption and carbon

  • Partnership with developers to deliver community benefits

such as local employment.

The WD Design Standard In 2015, WDC introduced a Design Standard requiring all new homes being supported by Affordable Housing Supply Programme grant to meet a higher level of specification, particularly with regards to energy

  • efficiency. We were the first Council to adopt such an

approach. An updated and enhanced version was approved by the Council in February 2019.

Currently all homes in the AHSP must:

  • Comply with Building Regulations
  • HfVN (HSGN 2004/12) – unless exceptional

circumstances for empty homes

  • Must Refer to SG design and placemaking policies
  • Silver Standard (currently optional but incentivised)

but our Standard also requires…

Key elements of the WD Standard

  • Silver Standard or higher – Compulsory
  • Generous floor areas are stipulated
  • Energy use monitoring devices provided
  • Kitchens with dining space
  • Bathrooms with windows encouraged
  • Extra hall space for wheelchair/pram/bike
  • External: Designing Streets encouraged
  • All G/F to be fully wheelchair accessible standard with a

minimum of 10% across the project

  • Home office space provided and wifi provision encouraged
  • Dementia Friendly elements.

Beyond 2021 - The Council has a commitment to build

Being Ambitious Going Forward Our aim is to build on our successes thus far by

  • Continuing to develop new affordable housing
  • Continually improving our Design Standard for example

through better energy efficiency and more flexibility in the new homes

  • Looking at introducing Zero carbon/Passivhaus system homes

into the programme

  • Consider innovation in the way we deliver the programme via

for example through the new Scotland Excel framework.
