Question: Why are we having a community meeting just to talk about a study?

Wailuku, HI

Answer:

HDOT and the HiRUC Research Team want to hear your concerns and ideas now – before we begin the study – so that your feedback helps shape the research and demonstration project. “Actively involving all stakeholders helps to ensure the result meets their needs and is usable.”

How we currently pay for our roads

slide-8
SLIDE 8

8

Currently all drivers share in how we pay for the upkeep of

  • ur roads &

bridges

slide-9
SLIDE 9

9

The biggest share

  • f our contribution

to roads & bridges comes from gas taxes

slide-10
SLIDE 10

10

As vehicles become more fuel efficient, more cars will pay less to use the roads… …and fewer cars will pay more

Challenge: Outdated road funding system Possible Solution: Research and invite the public to “test drive” a per- mile charge Communities in Hawaii: Help HDOT design a roadway funding system for the future HiRUC Study and Pilot Project: Can we design a future funding system for Hawaii that is fair? Achieving our energy goals will create a road funding system no longer based

  • n use.

Road Usage Charge: drivers pay for roads based on how much they use, instead of how much gas they burn Ask questions, share concerns and ideas. Your input helps us understand what questions to research. After conducting research and gathering feedback from drivers, the study will recommend ways to achieve fair, stable road funding in the future.

How RUC compares with gas tax

If implemented, RUC would replace the gas tax. No driver pays both.

State gas tax = 16 cents per gallon Road Usage Charge = about ¾ of 1 cent per mile

slide-13
SLIDE 13

13

How much would RUC cost drivers?

If implemented, RUC would replace the gas tax. No driver pays both. Typical vehicle (22 MPG) driven 15,000 miles

  • Pays $109 in gas tax
  • Would pay $109 in RUC
  • Net difference = $0
slide-14
SLIDE 14

14

What about vehicles that are not typical?

Nissan Leaf driven 15,000 miles

  • Pays $0 in gas tax
  • Would pay $109 in RUC
  • Net increase $109

Toyota Prius driven 15,000 miles

  • Pays $60 in gas tax
  • Would pay $109 in RUC
  • Net increase $49

Ford F-150 driven 15,000 miles

  • Pays $141 in gas tax
  • Would pay $109 in RUC
  • Net decrease $32

RUC is about the way our future vehicle fleet could pay for our roads and bridges

Other states and several countries have conducted trials or enacted road usage charges

YOUR INPUT

SLIDE 18

18

Tonight (or on our website) share your main questions and concerns so HDOT can fully research them

How will a road usage charge affect long-distance commuters?

  • Kapolei

Tourists need to pay for their impact

  • Koloa

Can we continue to incentivize EV purchases?

  • Lahaina
