Operations and Maintenance – Overview of HydroTech’s August Report

  • Some time was spent clearing all the

wood and debris from the pumping station, burning it where dry enough to allow

  • Two storms came through, a small one in

the middle of the month and a larger one at the end of the month which resulted in a small volume, short duration

  • Goal is to have all

stations operational and hold 1 spare small and

  • ne spare 240HP

Pleuger.

  • 2 Small Pleuger rewinds

– both pumps have been delivered to WWTP (internal storage) on Tuesday 16th September.

  • 3rd small Pleuger is with SAAW – on internal

investigation one of the internal slots has blown, if can be repaired then will be re-wired 6-8 weeks.

  • Spare 240 HP Pleuger repair– this is completed,

stored safely at SAAW’s depot. Claim still with insurer.

  • Spare 240 HP Pleuger Prop – Sourcing of a

replacement prop is being undertaken, likely have to cast a new one from one of originals on a pump.

2014/15 Capex - Stopbank Adjustments

  • Clement Contractors were the lowest conforming tender received. ( Only 2

tenders received on this project)

  • Clements final tendered price of $263,695.21 was accepted.
  • Recommendation for Contract award sent to Council 5th September.
  • Recommendation for Contract award returned Signed 9th September.
  • Award letter sent to Clements Contractors the successful tendered

contractor 15th September

  • PO still to be signed at Chief Executive Officials level (Mark Simpson)
  • Start date to be confirmed but cannot start before 1st October due to

consent conditions, the area is still too wet so programme is envisaged to start early November.

Trouble Shooting Guide (To be used if spillways not spilling, water level in pocket high and station not operating) 1. Are screens relatively clear of weeds (level sensors within chamber behind screen)?

  • 2. Check inside pump station;
  • Check power is available on all three phases via the Voltmeter and rotary switch on the main switch board
  • If power is available on all three phases check that the pump Auto/Off/Manuel switch is in the Auto

position .

  • If the pump is in the Auto position but not running turn the switch to the Off position and press the reset

button and then turn the switch back to the Auto position .

  • There is a time delay on each pump – so wait for a 10 to 15 minutes for the timer to time out .
  • If the pump restarts- check the intake screens on the catchment side of the station . If there are weeds

against it this is generally the reason for the pump tripping out – Turn off the pump and clear the weeds with the weed rake or call Greg to bring in the small digger with the weed bucket .

  • If the pump won’t restart call Greg as there could be a blown fuse or a more serious electrical issue –

Don’t open panels as there is an electrical hazard present and risk of electrocution or electrical flashover and explosion .

Resources

  • WDC staff resources stretched during major events incidents

when scheme beneficiaries are seeking greater input from staff.

  • In non event situations the time spent on scheme issues by

WDC staff has increased. This has included level and detail of information being requested, involvement in wider scheme issues (including consenting, fisheries, land management), requests for meetings, correspondence and site visits, etc.

  • To continue to provide this level of involvement additional

resource are needed. This would come at cost to scheme.

  • Proposal to group – Employ dedicated Hikurangi Scheme staff

Short Term Objectives (Page 1 of 2)

  • To meet the terms of the resource consent ($350k for

stop bank levelling) – Ongoing, due for completion this summer

  • Survey the berm land to understand the height variation/

restrictions down through the swamp – quote obtained, see next slide

  • Address the issue with the large trees/ significant

undergrowth in the berm land to the immediate SW of Otonga PS – quote obtained, see next slide

  • Assess the restrictive influence of the old road formation

below the Jordan Valley Bridge – quote obtained, see next slide

  • Assess the condition and understand the possibility of

clearing restrictions on the Wairua River downstream of the Matarua Bridge – completed, see subsequent slides

would outweigh the drainage benefits that would be gained

Short Term Objectives (Page 2 of 2)

  • Assess the channel profile (presently pools and

riffles) between the Jordan valley Bridge and Matarau Bridge in the Wairua River

  • Consider the possibility of trading off ox-bow within

the berm land with ox-bows on private land on the pocket-side of the stopbanks to aid smooth flow through the scheme whilst maintaining the environmental balance.

  • Lock down the date at which the scheme becomes

debt free

  • Investigate external sources of funding for

environmental improvements within the pockets
