Heritage Overlay Planning S chemes – Local significance (Planning and Environment Act 1987)
Planning and Environment Act 1987 – Councils are required t o: Conserve and enhance t hose buildings, areas or ot her places which are of scient ific, aest het ic, archit ect ural or hist orical int erest , or ot herwise of special cult ural value.
Place can be significant for one or many reasons (called Criteria):

S t age Two was commissioned in Oct ober 1999 and complet ed in 2003 - assessed t he list of pot ent ial places and recommended individual sit es and a number of precinct s t hroughout t he S hire for inclusion under t he Herit age Overlay.

Precinct s - t wo precinct s had been modified t o t he point where t heir herit age significance had been so compromised t hat t heir inclusion in t he Herit age Overlay could not be j ust ified.

The Colac Est at e Housing Precinct was one of the first housing estates commenced in country Victoria, and was t he init iat ive of t he Housing Commission and t he Borough of

The design of the Colac Housing Estate reflects planning philosophies that were emerging after the Second World War as increased powers were gradually devolved t o local government . The Colac Est at e was const ruct ed t o alleviat e t he severe housing short age in Colac, and under t he auspices of t he government 's post war decentralisation policy which encouraged indust ry and labour t o est ablish in regional areas out side met ropolit an Melbourne.
