What is a public record:

  • All documents, papers, letters, maps, books,

photographs, films, sound recordings, magnetic or other tapes, electronic data- processing records, artifacts, or other documentary material, regardless of physical form or characteristics, made or received pursuant to law or ordinance in connection with the transaction of public business by any agency of North Carolina government or its subdivisions.

  • MD5 Hash Value = a document’s “finger print”
  • Example 1 –

– I create a PDF file. It is on my desktop. I send it to you and you save it to your desktop. – These files are exact duplicates, with the same MD5 Hash value, even though they live in different places.

– I send you a Word document. You open it, correct a typo, and save it. – These files will have different MD5 Hash values. – They will also appear as “near duplicates.”
