  10. Reasons for Project • Pipe sinkhole issues • Aging infrastructure • High on City priority ranking Subtitle, date, client name, etc.

  11. Sinkhole at Hampton Avenue and Malvern Drive Pipe condition is typical along Hampton Ave Subtitle, date, client name, etc.

  12. Existing pipe location at 2226 Beverly Drive Subtitle, date, client name, etc.

  13. Upper Section Add new 18” RCP and inlets Adding a new 48” RCP Location of existing sinkhole Filling Existing 36” RCP located by home foundation Replace pipe and Breakout table #1 add new inlets Subtitle, date, client name, etc.

  14. Lower Section Rehabilitate existing 48-inch diameter reinforced concrete pipe Rehabilitate existing dual 48-inch diameter corrugated metal pipe FEMA Floodplain from Briar Creek Adding new access structures to existing system Breakout table #2 Subtitle, date, client name, etc.

  15. Elements of the Project • Existing Pipe Rehabilitation – Cured-in-Place Pipe lining – Minimize impacts to neighborhood – Construct five new junction boxes over existing pipe for access – Increases pipe capacity slightly due to smoother interior • Pipe Relocation – Take existing pipe out of service adjacent to foundation of 2226 Beverly Drive – Add system capacity with larger pipe in street Subtitle, date, client name, etc.

  16. Elements of the Project • New Pipe Construction at Church Driveway – Intercepts flows from church property – Reduces stormwater in street • New Curb and Pipe Construction at Malvern Road – Curb re-aligned in corner to accommodate accessible ramp – New inlets added to accommodate new curbline – Pipe to existing inlet replaced Subtitle, date, client name, etc.

  17. Tree Evaluations City Arborist Recommendations • Tree pruning of branches over roadways • Diseased tree removal (due to root rot) • Landscape Management will do this work separately from the stormwater project • Removed trees will not be replaced Two trees with root rot to be removed at: 3021 and 2758 Hampton Avenue • No schedule for this work at this time Subtitle, date, client name, etc.

  18. Typical Site Impacts • HVAC Relocation – Plan for temporary relocation Current project impacts • Landscaping / Hardscaping due to the rehabilitation approach are limited to – Irrigation restoring grass or – Fencing concrete disturbed by – Ornamentals adjacent construction – Temporary pet fencing – Outbuilding / shed • Foundation Protection – What it is and why we would do it Subtitle, date, client name, etc.

  19. Traffic Impacts • Lane Closures – Continued traffic flow with single lane and flaggers Significantly decreased • Road Closures by rehabilitation – Phased closures with marked detours approach – CMS (school buses), Police, Fire and Medic will be aware – In areas of closures driveways may not be accessible for some properties during portions of construction – On-street parking may be necessary – Closures will be as short as possible – Sidewalks will generally be accessible Subtitle, date, client name, etc.

  20. Traffic Impacts Work Area Example Detour Plan Subtitle, date, client name, etc.

  21. FEMA Floodplain Impacts Peak flow from Hampton Ave. occurs approximately seven hours prior to the peak flow from Briar Creek 100-Yr Future Floodplain Extents within Project Area Subtitle, date, client name, etc.

  22. Next Step - Complete Design Phase Permitting • 401/404 permit (NC Dept. of Environmental Quality / Army Corps of Engineers)  A Regional Permit is reviewed and issued by City staff, and this review is already complete.  The channel and wetland impacts from this project are very limited • DEMLR (NC Dept. of Energy, Mineral and Land Resources/Erosion Control) Subtitle, date, client name, etc.

  23. Next Step - Complete Design Phase Easement Acquisition • An easement is a right to use land owned by another party for a specific purpose. • Easements provide Storm Water Services with permission from property owners to come onto their property and repair drainage problems and perform on-going maintenance. • Granting an easement does not reduce the size of your property, but it does create some limitations on the use of the area. Subtitle, date, client name, etc.

  24. Next Step - Complete Design Phase Storm Drainage Easement (SDE) Grants access to a specific portion of the property for the purpose of repairing and maintaining a storm drainage system. Temporary Construction Easement (TCE) Are not permanent easements. They give us the right to access your property to construct this project only. Sidewalk and Utility Easement (SUE) Grants access to a specific portion of the property for the purpose of construction and use of sidewalk. Permanent Utility Easement (PUE) Grants access to a specific portion of the property for the purpose of construction and use of above- or below-ground utilities. Subtitle, date, client name, etc.

  25. Next Step - Complete Design Phase Final Design • All permits have been obtained • All easements have been acquired • Construction plans are completed Bid Phase • Bid advertisement • Bid opening – Lowest Qualified Bidder • Recommendation for approval and City Council award • Pre-construction meeting Subtitle, date, client name, etc.

  26. Construction • Notification to residents • Utility relocations happen prior to construction • Contractor is given a Notice to Proceed • Emails or mailers with progress updates • Final walk through with contractor • Accept project • Start warranty phase (1 year) • City Inspectors will be on site daily during construction and are the point of contact for the public regarding the project Subtitle, date, client name, etc.

  27. Project Information • Project Webpage: https://charlottenc.gov/StormWater/Projects/Pages/H amptonAvenue.aspx • QR Code: Subtitle, date, client name, etc.

  28. What Happens Now? • A representative (Randy Hosch) from Telics will contact you if we need an easement for construction and/or maintenance purposes We will NOT have another public meeting prior to bid and construction • Please remember to sign-in and fill out a customer service card • The City and our consultants will stay here to answer any specific questions you may have regarding impacts to your property or general information about this project Thank you for coming to the meeting!
