PROJECT PURPOSE

What is a Comprehensive Plan & How is it Used? Identifjes the type, location, and quality of future development. Long range guide for the general policy and pattern of development. Prerequisite to an ordinance that establishes:

“Standard requirements of the municipality relating to size of streets, alleys, public ways, parks, playgrounds, school sites,

  • ther public grounds, and ways for public service facilities;

the kind and quantity of materials which shall be used in the construction of streets, and alleys; and the kind and quality of materials for public service facilities as may be consistent with Illinois Commerce Commission or industry standards, and shall contain the standards required for drainage and sanitary sewers and collection and treatment of sewage.” (65 ILCS 5/11-12-6)

Provides the legal basis for zoning. Used by stafg and offjcials when reviewing applications for land use changes (rezonings) and other development or redevelopment petitions.

PROJECT PURPOSE

Why Update the Plan Now? Current plan completed in 1970. Analyze current demographics. Update the community vision and ensure that policies refmect that community vision. Incorporate changes to City area and recent developments. Action oriented implementation for all decision makers and partners. Manage and prioritize City investments to maximize impact. Promote economic growth. Identify and enhance partnerships to implement the plan once adopted.
