Conclusion ¡

Contrary ¡to ¡popular ¡belief, ¡the ¡regulation ¡in ¡this ¡ area ¡may ¡not ¡be ¡guided ¡very ¡much ¡by ¡evidence ¡and ¡ rationality, ¡but ¡rather ¡by ¡a ¡public ¡unrest ¡about ¡the ¡ issue ¡that ¡can ¡be ¡understood ¡in ¡the ¡light ¡of ¡what ¡I've ¡ here ¡called ¡the ¡common ¡sense ¡of ¡justice. ¡
