Mandate of Hill Areas Department

• The Karbi Anglong Autonomous Council

(KAAC) and North Cachar Hills Autonomous Council (NCHAC) are being administered by the Hill Areas Department as the Nodal Department of the State Govt. for all round development activities of the people of Hill Areas.

District Council) Rules, 1951 as applicable to amended by the Karbi Anglong Autonomous Council.

Constitution of Autonomous Councils

• Article 244(2)

read with the Sixth Scheduled to the Constitution of India provides administration of tribal areas in the States of Assam, Meghalaya, Tripura and Mizoram.

• Karbi Anglong District Council was set up on

17th November 1951 and later termed as Karbi Anglong Autonomous Council on 23rd June 1952.

• North Cachar Hill District Council was set up on 29th April

1952 and was later renamed as North Cachar Hills Autonomous Council on 13th September 1995.

• Both the Councils are constituted and function under The

Assam Autonomous Districts (Constitution

Devolution of Fund

• After finalisation of fund for the State as a whole,

the Transformation and Development Department earmarks 7.5% of state divisible plan fund (since renamed as SOPD) as the share of Hill Areas.

• Development Commissioner for Hill Areas (DCHA)

allocates the divisible fund among the development sectors of the two Hill Autonomous Councils in 70:30 ratio for Karbi Anglong and N.C. Hills Autonomous Council respectively.

• The fund is released to the council in two six

monthly installments by Hill Areas Department.

Devolution of Fund

• In order to enable both the Councils to finance the

expenditure of the entrusted subjects, the State Government makes fund available as advance under the Head of Account “K” Deposit Advances, bearing no interest.

• Annual Action Plan according to the need of the

Council concerned is prepared by the respective Council.

• Plan coordination, evaluation, monitoring, compiling,

quarterly review are performed by the DCHA .

One time Special Assistance from NITI Aayog

• Grants to be used to support and strengthen the

delivery

basic civic services including

water supply, sanitation, septic management, sewage and solid waste management, storm water drainage, maintenance of community assets/ roads/ foot path/ street lights/ burial and cremation grounds etc.

community assets/ roads/ foot path/ burial and cremation grounds, construction of rural mini stadiums, cultural halls etc.

Major Departmental Initiatives

• Construction of stadiums for encouraging tribal youths in

the field of sports.

• Construction of ethnic community centres for cultural

practice.

• Construction of integrated skill development centres .
• Construction of composite ethnic village and eco park in

Dima Hasao.

• Construction of mini stadiums in rural areas in each of

the MAC Constituencies under Karbi Anglong.

• Construction of Library, Museum and Auditorium.
• Construction of homes for orphans and destitute women.

• Up gradation of existing hospitals.
• Projects for development of tribal handloom weavers.
• Strengthening of Agriculture training infrastructure.
• Extensive rubber plantation.
• Milk processing plant at Dhansiri and Manja.
• Plantation of trees in all educational institutions.
• Minor irrigation projects in rural areas.
• Strengthening of Tourism infrastructure

such as tourist lodge, guest house etc.

Status of Corporation

• There is a Corporation namely

Assam Hills Small Industry Development Corporation (AHSIDC) under Hill Areas Department set up in the year 1968.

• To set up Small scale industries in the hill districts to give

benefit to local tribal people.

• The Corporation suffered sickness

during the period 2001-2012.

• Started reviving from 2015-16 with loan from Govt. of

Assam.

• Products are pineapple juice, orange juice, mustered oil,

citronella oil, packaged drinking water, pickles, spices under the brand name of KANCH.

• Turn over for 2016-17 is Rs.2.95 Crore with net profit of

Rs.33 Lakhs.

Memorandum of Settlement (MoS)

• Two MoS were signed with GOI, GOA and UPDS
• f Karbi Anglong on 25-11-2011 and with DHD

(J) and DHD (N) of NC Hills on 08-10-2012 in New Delhi .

• An amount of Rs. 350 Crores (for 5 years) under

KAATC package and Rs. 200 Crores (for 5 years) under DHATC package have been earmarked under the above MoS.

• Ministry of DoNER, Govt. of India has

sanctioned 10 Nos.

• f

projects for Rs.20.60 Crore and retained 17 Nos. of projects involving an amount of Rs. 236.17 Crore under KAATC Package.

• Ministry of DoNER, Govt. of India has

retained 10 Nos. of projects involving an amount

Rs.122.80 Crore and sanctioned an amount of Rs. 60.69 Crore under DHATC Package.

Areas for Development

• Govt. of India sanctioned funds under Hill

Areas Development Programme (HADP), Watershed Development Project for Shifting Cultivation Areas (WDPSCA) and Integrated Jhumia Development Project (IJDP) have brought immense growth to the tribal community.

• However HADP has been discontinued

since 2015-16 while WDPSCA and IJDP have been discontinued since 2011-12.
