Spain: big changes in few years

 From a centralized administration to a nearly federal one  From a very low interest and investments in culture to a new cultural infrastructure  From isolated working to cooperative working Spanish universities  80 universities in 236 campus

  • Spanish public universities tend to be disperse. An average of 4-5 campus

per university is normal and big ones have more than 15.

  • 25 are private (private universities are in expansion)

 Students: (global) 1.500.000 - (average) 19.000 students / univ.

  • Nearly 30% of people between 18-24 are attending universities.

 Spanish universities have in common that all of them teach and do

  • research. Professors are evaluated, but not universities.

 Research is basically developed in:

  • University departments
  • CSIC institutes and some Spanish big research centers
  • Autonomous research institutes (more common in Catalonia)

The Spanish university libraries

  • 1974-82: from dictatorship to democracy
  • 1983: new law for universities (LRU)
  • 1985-95: university libraries reorganization
  • All the university libraries = The Library of the University
  • Technical services, organization chart
  • Library automation & services modernization
  • 1990-05:
  • New universities
  • New library buildings
  • 2000-15:
  • Rebiun (U. Library Association) new strategic plan (CRAI)
  • Regional consortia

Catalonia, some data

  • 7.5M inhabitants
  • 32.000 km2
  • 12 universities (4 private)
  • Students: 224.438
  • Prof. & researchers: 15.375
  • Research groups: 816

CBUC  CSUC

10 Catalan universities, plus:

  • 7 associated members (including the National Library of Catalonia)
  • the universities and research department of the Catalan government
  • 60 collaborative institutions

A non profit public organization established in 1996 In 2013 (effective January 1st 2014) CBUC was merged with a supercomputing consortium to form CSUC: a new consortium to provide services to universities

  • Now CBUC is a division of the CSUC

consortium

  • CBUC runs a shared digital library, a union catalog, OA repositories,

etc.

GEPA management and financing

GEPA creation, 2006, five institutions work together: University of Lleida, Lleida city hall, Department of Culture, Department of Universities, CBUC GEPA management, since 2009, three institutions work together: Department

  • f Culture, Department of Universities,

CBUC Annual budget: about 150.000 €

GEPA mixed model

 80-70% for cooperative collection

  • Collective ownership
  • Institutions create bailments of their documents
  • Conditional bailment: institutions can’t recover their documents if GEPA

can’t find the same document among the other institutions.

  • and CBUC assumes the cost (storage and maintenance)
  • Once GEPA receives the determined number of copies:

– Libraries may withdraw their copies – Except if someone has a better copy than the one preserved in GEPA.

 20-30% for propietary collection

  • The library maintains the property, determines conditions for use,
  • and pays the cost (storage and maitenance)

 2014 update: temporal collection

  • Some institutions need temporal room

The union catalogue CCUC

  • It’s CBUC’s oldest program
  • It’s a union database which:
  • tells you which libraries have the item or allow you to acces directly to

the information

  • reflects the Catalan and international standards

Some data:

  • 5M titles, 11M holdings
  • 201.074 auth records
  • 74 integrated institutions
  • 1st level: 17 CSUC members and associated members
  • 2nd level: 57 collaborating institucions (specialized libraries)
  • 220 physical libraries
  • 470 cataloguers

CCUC: growth

En el període 2007-2008 s’observa una davallada a causa del nou sistema automatitzat que comptabilitza registres reals i no com l’anterior sistema que comptabilitzava segons un número identificador correlatiu que incloïa registres donats de baixa. Registres

1.000.000 2.000.000 3.000.000 4.000.000 5.000.000 6.000.000 1996 1998 2000 2002 2004 2006 2008 2010 2012 2014

Last copy pilot project

We want to be a tool to develop a collaborative collections management in Catalonia It is needed to choose which documents should go to GEPA (although we can’t load them now) Small collections: IEEE journals, encyclopedias

Some views

2007, Lizanne Payne: "This is the optimum time for the academic and library communities to leverage this collective capacity to develop a broader, system-wide approach to maintaining print collections across institutional boundaries”

2014, Dempsey: “Building shared services at scale is necessary and a challenge” Scale… what scale?: Consortium / Regional / National / European
