SIM and Archimede

SIM (Integrated System of Microdata) realized the microdata integration and the attribution of the unique identification codes for:

  • individuals;
  • units;
  • places
  • relationships among individuals and units.

ARCHIMEDE project has the aim of exploring the informative contents of the SIM, in order to produce new statistical microdata collections made available to social and economic researches, to sectorial and territorial planning for the evaluation of public policies at the national, regional and local levels.

A paradigm shift in the use of administrative data for statistical purposes. The exploration of the “existing data" allows the identification of the statistical information that can satisfy a need: from the data to the needs. A scouting approach that changes the paradigm in relation at least to two aspects

  • the definitions and classifications can be determined in the process of

exploration and therefore are not fixed a priori; and that implies

  • that the consistency of the statistical information produced with the

conceptual statistical schemes can be evaluated only ex-post.

Lessons learned

8 The two projects complement each other

  • providing the necessary microdata structures to the external users;
  • exploiting the potentialities of an integrated microdata system;
  • without increasing the statistical burden.

SIM supports the internal statistical processes. ARCHIMEDE emerges as a tool to satisfy new demands, also from

  • utside the NSI, starting from the data available.

Applicability of your experiences in other NSIs

SIM Istat followed a long tradition among the European Countries in producing statistics based on administrative registers. The key aspect is the unified identification system across different sources. Archimede A similar project is applicable not only when sources and variables are available but when specific rules for data processing and transmission are consistent with the confidentiality aspects.
