New Implementation Date

State Rule and State Plan Amendment were scheduled to be in place, however, system changes could not be implemented by January 1,

• 2019. The decision to return to our original implementation date of

July 1, 2019 was made to prevent mass adjustments that may result in negative impact for a few Providers. The delay in system changes was a result of other large projects and system corrections

State Plan Amendment (SPA) and State Rule

• State Plan Amendment was edited to reflect correct implementation

date of July 1, 2019. Public notice was provided October 25, 2018 and documentation will be submitted by the end of November to CMS.

• State Rule – Following important dates

➢ Preview of rule to the Medical Services Board (MSB) November 9th ➢ Public Rule Reading November 19th ➢ MSB Initial Approval December 14th ➢ MSB Final Adoption January 11th

Future Per Diem Research

With the impact to a few hospitals from the changeover from DRGs to APR-DRGs and re-weighting, the Department has already begun the process to create a permanent per diem. Potential elements to include:

• Non-Budget Neutral Base Per Diem
• Completion of Severity Component

➢ Measurements ➢ Cost Associated with each level

• Value based payment modifier

Future Per Diem Structure Idea: Classification: Long Term Acute Care, Rehabilitation, Spine/Brain Injury Treatment Specialist Base Per Diem – based on Cost Reports and additional feedback from Providers – creates a base reimbursement amount Severity Component – three (3) levels, each level could have an associated reimbursed amount added to the base amount

• Mild
• Moderate
• Severe
