Experimentation Goals

Why We Experiment:

  • Improve how we fight – Experiments can validate and/or

inform operational plans, doctrine, Navy Lessons Learned (NLL), and CONOPS for the current Navy

  • Validate Fleet requirements and define/resolve capability

gaps and/or other Fleet priorities

  • Explore concepts including technological, doctrinal, and
  • rganizational desired operational capabilities for the future
  • Foster innovation – Be an agent for change

Fleet Experimentation (FLEX)

3

  • Centralized lead for U.S. Navy

experimentation that requires use

  • f fleet assets
  • Streamlined experimentation process that

aligns approved initiatives with venues of

  • pportunity
  • Collaborative, synchronized and relevant

experimentation based on near-term fleet priorities and capability gaps

  • Providing tangible and relevant products for

the Warfighter and valuable findings for participants

FLEX Program Goals

4

  • 100% visibility over experimentation using Fleet assets
  • Produce campaign-based execution plan which focuses on non-

materiel solutions to satisfy near-term warfighter capability gaps

  • Leverage pre-planned at sea periods and exercise venues
  • Rapidly turn around results to support the warfighter
  • Ensure Fleet Experimentation process is accountable, credible

and relevant

TRIDENT WARRIOR

7

  • Annual Fleet experimentation venue to gain valuable

insights on technical and doctrinal decisions for the future

  • TW puts emerging technologies and doctrine into the

hands of the Fleet for evaluation in an operational environment

  • TW allows the Navy and its partners to incorporate real-

world warfighter feedback early in the acquisition process

  • All TW initiatives align to one or more of the Fleet’s highest

warfighting priorities, as defined by U.S. Fleet Forces and U.S. Pacific Fleet, (Commanders FLEX Guidance)

  • TRIDENT WARRIOR (TW) is an annual large-scale at-sea field experiment

within NWDC’s Fleet Experimentation (FLEX) Program.

Process Value of TRIDENT WARRIOR

8

Pre - Trident Warrior:

  • SYSCOMS managed independent experiment programs
  • Technologies / procedures were tested one (1) or two (2) at a time
  • Each test required separate planning, design, network development, asset

coordination, data collection and analysis

  • No formal reporting process or event data repository

Post - Trident Warrior:

  • SYSCOMs use TW as dependable warfighting venue
  • Provides standardized quality experiment venue up to over 100 initiatives
  • One (1) single team plans, designs, develops, collects data, and provides

analysis

  • Single Web-based planning and data collection repository
