The information in the assessment report is from the visual observations as photographed and measured in the field. This report outlines the current status of Notre Dame Elementary School and Middle School / High School facilities and is not intended to be an exhaustive, detailed study of all existing conditions, potential hazards and/or important considerations for all possible future construction projects. Issues in this presentation are representative of the most urgent or prevalent items at both schools.

General compliance with Building Codes and ADA / TAS standards

Existing buildings in the City’s jurisdiction are not required to meet each new building code as it is adopted. However, if the building undergoes a major renovation or addition, the City can then require that the entire building, not just the addition or renovation, be brought up to current codes. In the report, building code violations are identified in the event the facility is renovated. ADA – American Disabilities Act TAS – Texas Accessibility Standards Where ADA/TAS (handicap accessibility) non-compliance items were discovered and noted, the deficiency items will need to be repaired in order to bring the facility into

  • compliance. Unlike the building code, ADA/TAS is federal and state law that has no

grandfather clause for non-compliant items.

Maintenance

With buildings built in 1954 and 1962, continual ongoing maintenance is expected and required. Some tasks can be executed by an on-staff custodial team, while others will require a more specific contactor. Typically, when not categorized by Code or Safety issues, areas that fall under maintenance would be Site, Roof, MEP, Interior Finishes and Exterior Finishes.

There are a few visible areas in the foundation or structural system where repair is needed, but not a safety concern. ADA issues, both interior and site related should be addressed as soon as possible. The HVAC system will be due for replacement within the next 5 years. Roof repair in the next 2 years. Specifically, flashing and cricketing around rooftop mounted HVAC units need repair. New finishes, new ceiling tiles and LED light fixtures throughout are a relatively cost-effective way to update the building. Updated security cameras, exterior access control, site lighting and secure entry vestibules are becoming expected and should be addressed Upgraded Playground and site fencing
