EPA Update on Air Quality Standard for Ozone: Designations/Implementation for 2008 Standard Five Year Review of the Standard Carl Young U.S. EPA Region 6 December 5, 2011 1997 8-Hour Ozone Standards 0.08 parts per million (ppm) or 84 parts

  1. EPA Update on Air Quality Standard for Ozone: Designations/Implementation for 2008 Standard Five Year Review of the Standard Carl Young U.S. EPA Region 6 December 5, 2011

  2. 1997 8-Hour Ozone Standards • 0.08 parts per million (ppm) or 84 parts per billion (ppb) • 3-year average of the annual fourth highest value at any specific monitor must not exceed the standard • Primary Standard (Health) and Secondary Standard (Welfare) set as the same • Designations and Classifications in 2004 2

  3. 2008 8-Hour Ozone Standards • March 2008, standards revised to 75 ppb • 3-year average of the annual fourth highest value at any specific monitor must not exceed the standard • Primary Standard and Secondary Standard set as the same • Designations within 2 years (may be extended by 1 year if insufficient information) 3

  4. Reconsideration of the 2008 Standards • September 2009: EPA to reconsider the standards • Designations deferred until reconsideration is complete • September 2011: President requests EPA to withdraw reconsideration proposal • Planning to designate areas as either “nonattainment” or “attainable/unclassifiable” for the 2008 ozone standard 4

  5. Designations for the 2008 Standards • “Nonattainment for areas: - violating the 75 ppb standards, or - contributing to violations in a nearby area • EPA intends to use quality assured ozone data for designations (typically 2008 to 2010) • Texas updated nonattainment recommendations (Dallas/Fort Worth and Houston) 5

  6. Designation/Implementation Schedule Action Target Date EPA Letter to States on Intended Designations December 9, 2011 (120-day letters) Additional Information Requested from States End of February 2012 Designations and Classifications April 2012 (Final) Effective date June 2012 Broader Implementation Rule (Proposal/Final) Spring/Winter 2012 State Implementation Plans Due June 2015 (or as directed in implementation rule) Review of NAAQS (Proposal/Final) 2013 (Fall)/2014

  7. 2008-2010 vs. 2009-2011 Preliminary 8-hour Ozone Data For 2008-2010, 3 Region 6 areas with a Design Value (DV) > 75 ppb: • DFW-86 ppb, Houston-84 ppb, Baton Rouge-78 ppb In Region 4, Shelby County, TN (Memphis) > 75 ppb (2008-2010) • 2009-2011 preliminary data now has 10 areas in Region 6 > 75 ppb. • • For 2009-2011 preliminary ozone data, in addition to DFW-90 ppb, Houston-89 ppb, Baton Rouge-82 ppb, the following seven areas are now over 75 ppb 8-hour ozone design value: - Shreveport-80 ppb - Longview-77 ppb - Beaumont-79 ppb - Crittenden County, AR-77 ppb - Oklahoma City-77 ppb - New Orleans-76 ppb - Tulsa-77 ppb

  8. Review of the Ozone NAAQS • Section 109(d) - review of NAAQS every 5 years – Planning • Final review plan published 4/2011 – Integrated Science Assessment (ISA) • 2 nd External Review Draft published 9/2011 – Risk Exposure/Assessment – Policy Assessment – Rulemaking • To view documents from current review: http://www.epa.gov/ttn/naaqs/standards/ozone/s_o3_index.html
