  1. The Caliber of Your Choice Energy as a National Security Challenge Environmental Entrepreneurs “Mission Critical” 9 November 2011 Dan Nolan - Sabot 6, Inc. An Energy Security Company 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net

  2. Strategic Implications of The Caliber of Your Choice Energy Dependence America’s has a strategic “center of gravity” – a national source of strength, freedom of action and national will to act. It is our economy. We also have critical vulnerabilities. 1. Petroleum for transportation 2. Electricity for homes, businesses, industry Both are virtually unprotected 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net

  3. The Caliber of Your Choice Operational Implications of Energy Security • Technology is the center of gravity of the United States Military • Electricity is the critical vulnerability associated with that COG 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net

  4. The Caliber of Your Choice Total U.S. Energy Use Coal Homes Buildings Gas ~40% Commercial Domestic Oil Industry Industry Uranium ~32% Renewable Transport Transportation Import Oil ~28% Buildings and industry use primarily electricity – they Source: US DoE EIA are the largest consumers of all U.S. energy at 72% 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net

  5. DoD Encompasses … • Over 3M people (nation’s largest • Lots of Buildings employer) – 307K bldgs; – 1.3M active duty military – >2.2B SF – Replacement value >$720B – 684K civilian employees – ~1/3 of DoD bldgs are >50 yrs old – 1.1M Guard/Reserve – By 2025, 2/3 of DoD bldgs will be • Operating in >50 yrs old – All 50 States & 7 US territories • 28.6M acres – More than 160 countries – 593 installations & 5,579 sites • US single largest energy user – If DoD were a state, we’d be as large – ~0.9% of U.S. energy as … – ~80% of federal energy Even though only 1 % of total U.S. use, DoD Pennsylvania will have the largest impact on Federal 28.7M acres energy reduction efforts – DoD is the Gorilla in the room

  6. The Caliber of Your Choice DoD Energy Drivers Energy Policy Act of 2005 (EPACT 2005) – Mandates the renewable energy contribution installation total electricity consumption. The targets are: – 3% FY 2007 through FY 2009 – 5% through FY 2012, and – Not less than 7.5 % beginning FY 2013. Energy Independence and Security Act of 2007 (EISA 2007) - – Established Fossil Fuel Consumption Reduction in New Facilities and major renovations – 55% in 2010 increasing to 100% in 2030 – Established Energy Reduction Goals for Existing Facilities – 3% per year NDAA 2007 - Renewable Energy must be 25% of all Facility Energy by 2025 Bush* / Obama** Presidential Executive Orders for all Federal facilities: – Bush: Energy Efficiency - Reduce energy intensity by 3% annually through 2015, by 30% by 2015. – Obama: Greenhouse Gases - By reducing energy intensity by 3% annually or 30% by 2015, reduce greenhouse gas emissions. 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net

  8. The Caliber of Your Choice DoD Operational and Facility Energy In FY2010 DOD spent over $3.95 billion on facility energy -- 26% of Defense- wide expenditure for energy: $15.2 billion *1 BBTU = 293.07 MW-hrs 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net

  10. U.S. Navy Goals for The Caliber of Your Choice Alternative/Renewables • The Dept of the Navy is the second largest fuel user in the DoD, consuming about 4,200,000 gals/day. (About 75% of all fuel products are transported by sea, much of it passing through vulnerable points protected by U.S. naval forces.) • By 2012, create a "Green Strike Group" composed of nuclear vessels and ships powered by biofuels; • By 2015, reduce petroleum use in the 50,000 commercial ground vehicle fleet by 50 % by phasing in hybrid fuel and electric vehicles; • Produce at least half the shore-based energy requirements from renewable sources, such as solar, wind and ocean generated by the base; and by 2020, ensuring at least 40 percent of the Navy's total energy consumption comes from alternative sources. 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net

  11. USAF Goals for The Caliber of Your Choice Alternative/Renewables • 84% of Air Force energy use is aviation fuel – 2.5 Billion gal/year. • Increase non-petroleum-based fuel use by 10% per year in the motor vehicle feet • By 2016, be prepared to cost competitively acquire 50% of the Air Force’s domestic aviation fuel requirement via an alternative fuel blend in which the alternative component is derived from domestic sources produced in a manner that is greener than fuels produced from conventional petroleum – Test and certify all aircraft and systems against 50/50 alternative fuel blend by 2011 – Increase the number of flexible fuel systems – Identify/develop privately financed/operated energy production on Air Bases • Increase facility renewable energy at annual targets, 5% by FY2010, 7.5% by FY2013, 25% by FY2025 — 50% of increase must come from new renewable sources 1800 Diagonal Ave Ste 600 - Alexandria, VA 22314 – O:703.647.7459 - F: 703.647.6009 – M:813-391-2394 – www.Sabot6.net
