  1. EFA SEC2017 Conference Leeuwarden, Stenden hotel October 27-28-th. H. de Vries www.sec2017.eu

  2. Co-operation project: - the ‘’Onafhankelijke SenaatsFractie’’ (OSF) - The European Free Alliance (EFA) - The Frisian National Party (FNP), its working group on Energy - The University of Twente

  3. Program content discussions started at the EFA conference in Ajacchio in 2016). Also during the fringe-session in Katowice April 2017. - Research started from London to Poland. Budget trajectory started with Dutch Co-operation of regional & local parties (OSF) and resulted in a co- operation with the EFA and University of Twente : 1. Research on overview of most (crucial) Sustainable energy sources in the timeframe of 2020 – 2050. 2. Modelling for Fryslân, workout of scenarios. 3. Political impact implementing Sust. Energ. Sources.

  4. Conference with experts like Prof. W. Sinke

  5. Students from the University presenting 3 projects.

  6. Parellelsession with input from the audience.

  7. Main results of the conference ? - Clear reports (Univ. Twente) with overview and usefull structures and insights. (available on request) *) - Structures for all available research and information. - Confirmation of knowledge about energy sources, incl. their business impact. (Risks, Opportunities) - Opportunities for better co-operations (models). At European level (EFA) and regional. (OSF, etc.) - A more powerfull network to realize concrete actions and projects. - Ability to advise parties, public organisations, and institutions. *) For those who were part in the budget for the projects.

  8. Follow-up, actions, who(m)? How ? Research & education. Population

  9. Follow-up, actions, who(m)? How ? EnerRegieRie *) tasks (a.o.): - Involve and inform people about the (im-)possibilities of sustainable energy sources. - (More) Research and actions/projects to ! define and organise with Universities and Advanced Technology education/institutes. - Co-ordinate and stimulate actions, investments. - Find funding (models) and budgets. - Create Strategy plans and realise the transision to actions. *) Energy Council

  10. Follow-up, actions, who(m)? How ? Province of Fryslân: - Initiate a Taskforce (EnerRegieRie) - Complete the Strategy (or ‘’Master’’-) plan and needed actions and projects. - Hurry with such plans and approach the government in ‘’the Hague’’ with such plans and actions. Do so before others (like the Min. Staff) develop plans for Fryslân. - Extract opportunities from the mentioned plans and act before competitors do. - Become member of the ‘’Climate-Cautious Regions’’.

  11. Follow-up, actions, who(m)? How ? EFA en FNP workgroup: - Involve members in new sustainable energy developments. - Realize an EFA energy team or combination. - Act with e.g. seminars and conference sessions. (Include storage options with Battery- and Bio-tech. H2 and consider Thorium) - FNP- wurkgroep participation in EnerRegieRie. - Stimulate other polit. parties to co-operate. - Advise with knowledge base from the conference and University (twente) reports. - Develop new plans and projects.(work. Group)

  12. Follow-up, actions, who(m)? How ? EFA parties, regions of the EU : - Combine and expand studies showing the inequality and unbalances in the approach of government centres towards regions.  act towards the EU (institutions). - Mind specifically the Spanish situation. - Approach the EU for a uniform policy for the civilians and their personal use of sustainable energy sources. - Co-operate in the nonsense-battle for energy- ‘’super-regio’s’’. Mind the (Ana Stanic ‘’Winterpackage’’

  13. Follow-up, actions, who(m)? How ? Dutch government: - Inform (Fia Prov. Or EnerRegieRie) the Holland government about Fryslân strategy and actions for the implementation of Sustainable energy. - Show also what Holland can de to support itself for future use of sustainable sources and how to co-operate on the EU-level. - How to support ‘’killing’’ the EU-commission idea for energy super-regions. - Propose practical Research projects in the area of Geothermal and also Thorium.

  14. Follow-up, actions, who(m)? How ? Communities and energy co- operations - Find and develop ways to increase the know- ledge level of energy co-operations. - Create and support Business planning and financial structures like crowd-funding. - Links to the ‘’EnerRegieRie’’,(Frisian Energy- council). - Align previous points with other regions in the EU.(EFA).

  15. Follow-up, actions, who(m)? How ? Companies & Institutes : - Strengthen Co-operations like those in the FFFF. Create or integrate those in the Council. (The ‘’EnerRegieRie’’). - Use the council to develop plans with the parties of the Tripple Helix. Also for new Research. - Promote examples, best practice (from Compa- nies and institutes in all levels of education incl. basic school-level. - Learn from other Regions in the EU. E.g. which energy institutes are succesfull.

  16. Follow-up, actions, who(m)? How ? Education and Research: - Use the Frisian Energy Strategy (or ‘’Master- plan’’) as developed by the EnerRegieRie to define research-projects (incl. funding) and realize execution with the nút Frisian/Northern- University institutions and Advanced Studies. (HBO-Bachelor level education) - Give priority to the most promising souces for Fryslân like Geothermal Energy. - Promote activities and projects to/with all school-levels.

  17. Examples of Research performed by the team of Twente University . 1. Inventory on Sustainable Energy Souces. (2020-2050) (for Co-ordination Management levels in business, society and politics) 2. Model the Energy future for Fryslân. (Example/Case also for other regions.) 3. Inventory of political barriers (introducing Sustainable Energy).

  18. Education & Research . - Wind-turbines - Solar- panels - Bio-energy - Geothermal - Other and storage

  19. Education & Research . - Wind-turbines (pres. Prof. Sinke) - Larger needed, but locate at see. - Small types (below 20 m.) not efficient. In case of use, limit hights. - More creative models to enable land (of close to shore-) use. - Over-supply to link to H2-production and co-develop with transport sector. - Link H2-production to Bio-energy.

  20. - Solar (See presentation Prof. Sinke) Education & Research . - No breakthroughs to be expected. Efficiency will increase another 10%. - Roadmaps: Cost reduction but main- ly in systems and constructions. - Large area’s will matter. - More creative concepts increase accep- tance. Not only roofs and slopes. - Surplus of energy from panels to be stored in new battery systems of H2.

  21. Education & Research . - Bio-energy (v. Maris, Busm., Oosterh.) - Priority for a ‘’healthy’’ soil: a stable base for agriculture and cattle. - For the Frisian model remains bio-mass for 10 Pj. (for Elect. 8 Pj.) - Find creative sources like Algae (in e.g. the ‘’wadden-area’’. - Mix H2 production with Bio-gas. - Bio-gas as energy storage.

  22. - Geothermal energy (Salverda) Education & Research . - High potential for Frisian cities and close environment. - Promote opportunities (e.g. solution to avoid landscape ‘’pain’’) - Primairy use for electr. production. Use rest-heat to feed city tube-systems up to 20 km. - High employment opportunities and know- how centres. (NHL, Univ. ) - Riscs in Frl. much lower than Groningen. - Huge knowledge of underground > 4 km.

  23. - Storage and other sources. Education & Research . - Storage potential for H2 from Wind and Solar Sources. (Store at peak-times) - Use Battery-model of Scotish farms. - Practical implementation of ‘’Blue-energy’’. - Negotiate Statistical Transfer (also between regions). Offer options to national Govrn. - See for EU-level options for CSP and include ext. EU-areas like N-Africa. Widen southern belt with Italy and Greece. - . . . . . . .

  24. - Partly report of CMC-funded investigation on political barriers implementing Sustainable Energy Sources in different areas of Europe. - Research and interviews show: 1. Huge inequal approach amongst nations in the EU. Some have subsidies while other use ‘’Sun-taxation’’. 2. Still Regions are exploited and have hardly or no compensation for supply of fosile fuels or Sust. Energy. 3. Opportunities for the EFA to react via the EU channels ?

  25. All mentioned actions and proposal will stay on the agenda of the working group. For questions and proposals approach: henk.de.vries@fnp.frl See also www.sec2017.eu
