About CDE Data Collection  CDE only collects data that is required by federal or state statute.  When/if a change or addition is required to a data collection, Local Education Agencies (LEAs) must approve.  LEAs must also approve the use of data, e.g., data collected for one purpose may not be used for another purpose without LEA permission.  Reporting requirements are defined by statute, and guided by data governance system in place to ensure proper management and handling of data.  Additional requests for reports are thoroughly reviewed by CDE prior to any release especially if personally identifiable information is requested. 3

  4. Civil Rights Data Collection (CRDC)

  5. Office for Civil Rights Civil Rights Data Collection (CRDC)  U.S. Department of Education Office of Civil Rights (OCR) collection for which local education agencies (LEAs) are responsible to complete.  Collected every other year directly from LEAs.  2011-12 was first year to collect preschool discipline data.  CDE helps LEAs with this onerous federal collection by prepopulating the OCR federal reporting system with data we were already required to collect from the LEAs (approximately 60% of the collection). 5

Data is Reported to CDE via Data Pipeline Process Schools Data Pipeline • Track data throughout Districts • Collects data CDE school year from districts • Combine data • Provide data to • Data sanity • Checks data from schools check district for accuracy • Verify accuracy • Formats data • Rejects data if with schools to align with not accurate- reporting • Report data to districts must laws CDE resubmit • Reports data • Verify accuracy of as required reports USDOE receives aggregated discipline data from districts (CRDC) and from CDE, then provides high level comparison reports 7

  8. What Discipline Data Does State Law Require Districts to Report?  Safe school reporting requirements  The number of conduct and discipline code violations.  Important note: These data must be reported as aggregate data and must not include any personally identifying information. 8

  9. How Is Data Reported?  LEAs report the count of all incidents by:  Type (alcohol, tobacco, detrimental behavior, etc.)  Most Severe Action Taken (suspension, expulsion, etc.)  LEAs report the count of all students disciplined by:  Student demographics (ethnicity/race, gender, grade level, etc.)  Disciplinary action (suspension, expulsion, etc.) 9

Comparing the Students Disciplined with the Total Student Population Important Note: These data reflect all preschoolers attending public schools, including but not limited to children funded by Colorado Preschool Program and Preschool Special Education. It does not reflect preschoolers attending community -based programs and Head Start programs, including the 24% of CPP- funded preschoolers and 10% of preschoolers with disabilities served in these non-public schools. In total, an estimated 54% of all three- and four-year-olds who attend preschool do so in non-public schools and would not be included in these data. 12
