It is the mission of DMORT-WMD to maintain a state of readiness. All members are expected to pursue training in subjects which will keep them abreast

  • f current technologies and practices, as well as making them ready for short notice

deployment. The use of standardized procedures promotes a safe and effective operation. The team is a specialized unit whose function is the scientific and legal recovery and decontamination of human remains for the ultimate purpose of returning these remains to family members, if possible, for humanitarian and legal purposes. The team will strive to cooperate with all involved agencies, but will not compromise the safety or the integrity of the professional standards of its personnel.

Integration into the Local Entity

DMORT-WMD receives guidance/priorities from the local coroner, Medical Examiner, or other official in charge of the incident Upon arrival at the incident, DMORT officials will meet with

DMORT will NEVER take over or assume charge of an operation, but, will NOT compromise the safety or integrity of the team or team members

Operations Overview

RED ZONE Remains are brought from the Incident Site to the dismount area adjoining the zone. A number is attached to remains for tracking, all clothing and personal effects removed, photos taken of remains and personal effects, documentation made of all issues, remains passed to gross DECON section

In the some of the following training slides, the team will be wearing PAPR hoods. Due to many issues, the team now always uses PAPRs with full face masks depicted in this slide.

GROSS DECON ( YELLOW ZONE) Remains undergo a full body exam. Gross DECON takes place by fully scrubbing remains with appropriate cleaner, documentation made of all scars, hair style, height, weight, wounds etc; photographs made of all needed issues, remains passed to CAM/detection technicians. Forensic specialist are available to do certain exams if needed (Incident Specific)

CAMMING/DETECTION SECTION (this is part yellow zone and green zone) C.A.M. ( Chemical Agent Monitor) After the remains are forwarded to this area, technicians use a device to measure any amount

  • f chemical agents, radiation, or biological agent.

If there is ANY amount of detectable chemical agent on the remains it is sent back for further cleaning. If it passes as clean, it is then placed into a disaster body bag, numbers affixed, and passed on to Disposition Technicians Chemical Agent Monitor DISPOSITION AREA (GREEN ZONE)

After the remains are declared clean and placed in a disaster body bag, the Disposition Technicians will place the remains in the proper receptacle or refrigerated “clean” trailer/morgue area. All forms, film, documentation is turned over to an administrative technician for all information to be put into the computer system which will be forwarded to the morgue, medical examiner, law enforcement agency and/or other required agencies.

All information received throughout process is transcribed by the scribes and will be transported with the remains to the morgue.

A DMORT-WMD DECON operation requires a large footprint with a gentle slope and hard surface preferable Admin/Logistics/Comm Area DECON Operations Area

Communications must be maintained during the operations Weather must be accurately monitored during the operations During the decontamination process, body fluids and other human tissue must be treated as Bio-Hazardous Waste Prior to beginning any operations, ALL personnel must undergo a medical evaluation to insure they are physically fit for duty, they too will undergo many medical evaluations throughout the operations REHAB…an important part of any Haz-Mat operation is a critical part of the team’s wellbeing. The team brings their own medical staff and equipment. After completing their rotation, the personnel then must themselves be decontaminated
